What is the point of making a BiS with no restrictions, when you restrict yourself?
The intention of this thread is to make the best possible lists taking into account the corresponding restrictions, not to argue about the fact if it makes sense to roll on leather/mail gear. That is why there are multiple lists.
I always pass for the hunter/rogue/etc. needing the stuff; in this case however, it is strictly about a list with BiS without restrictions regarding items...
Altogether, I simply asked IF it was better, not claiming that it was absolutely undoubtedly superior.


[edit: also, if Blizz didn't want pallies to even think about rolling on the polearm, they could have given it very easily a 2.8 speed or something similar; I daresay they are very well aware of what the present itemization of the polearm (and gear in general) means for retribution in particular]
