I went ahead and bought Herkuml War Token because I too was near the bottom of the loot ladder in my guild when it comes to trinkets. The haste isn't that great, but the constant AP stack is a vast improvement over what I originally had (Mirror of Truth). In fact, the spreadsheet was putting HWT at around a 300 DPS gain overall for my gear setup over what I had. Full ramp up doesn't take longer than 10 or 15 seconds with a normal rotation, however there is always the risk of losing the stacks in a moving intensive fight.
Another thing to consider is that HWT can pull double duty in case you have to switch to Fury for your guild. While haste isn't the best stat for Fury either, it sure beats out using a hit trinket.
My philosophy has always been that I wouldn't wait on drops if I had other options readily available at the time. If Herkuml War Token is a DPS gain for you, then you'd be doing yourself and your guild a disservice by waiting on a drop that may not even show itself for weeks at a time.
