I haven't actually used a slow weapon to tank. I have also had terrible luck with tanking weapons and tanked all of TOC with [Blood Fury]. Early in ICC I got [Bone Warden's Splitter] and switched to that. Both are obviously off-hand Rogue weapons, but for an Orc with the expertise bonus they make decent threat weapons.

Just another avenue to consider.
