On one hand I've aquired the "Blade-Scored Carapace" but will also soon have badges to pick up "Castle Breaker's Battleplate". The latter one seems to have a bigger budget but replaces the nice haste with icky arp.
I have the same issue with "Saronite Gargoyle Cloak" which has better stats (crit, haste) but a somewhat lower budget than
"Might of the Ocean Serpent", that gives me more icky arp, and has the audacity to give me more expertise when I'm allready above the cap.
So far I'm thinking that the 264 chest is a nice tradeup with the small str and crit gain making up the loss of haste for arp,
while the 264 cloak is just a poor choice compared to the one I am currently sporting. I'm just looking for a quick input, thanks!

The cloak may or may not be an upgrade for you (check Rawr or Exemplar's spreadsheet), but the Blade Scored Carapace is a pretty nice piece, as is the Gendarme's Cuirass. That being said, the T10 chest is BIS, but may not actually be an upgrade to you before the 264 version. Generally speaking, there's no need or reason to waste your badges on the Castle Breaker's Battleplate.
You're much better off picking up your two-piece T10 set bonus with those badges, though ideally you want to keep your T9 2pc bonus until you can activate 4pc T10.
