As with all stats, increasing one of them, makes all the others more valuable. This is explained in detail elsewhere.
At low gear-lvls, Haste isn't all that powerful, because your Poisons are rather weak due to relatively low amounts of Hit, AP and Crit. As your gear level rises, Haste increases in value and eventually becomes the favored stat for most Mutilate Rogues when you're near BiS on all slots. I suspect Haste becomes so valuable because of the increased amount of Poison proc's, both with and without Envenom buff.
Over time though, as your Haste increases, AP and Haste will fight for the top spot as the best stat to choose. At this point it's a matter of personal preference. I prefer to focus on Haste since this gives me an edge when switching targets in fights like Putricide and Lich King in terms of build-up time before reaching the 5xDP stack.
