Deadly MH
Instant OH
As deadly procs now proc other weapon, once you hit 5 stack DP, there is no difference really as to which poison procs, as they are both "Instant".
On 1.4 weapons Deadly has a higher proc chance, so this is the one you want to be using for all your instant attacks, therefore will go onto MH so you can get your 5 DP stack up sooner, and from there it acts as Instant.
I refer you to 3.3_rogue_faq where Aldrianna states:

A: Yes. DP goes on the fast weapon, whichever hand it's in. If both weapons are the same speed, DP goes on the MH.

Hunters,[2] rogues, shamans (as of 3.0.2) and druids in Cat Form[3] gain 1 melee attack power per point of agility.

There are talents that affect how much agility you gain from gear, and how much attack power, but these will not scale you to 200%.
