Over all, I am pretty dissatisfied with the proposed changes. No clear indication that they're going to deal with any of our existing problems (survivability, PvP utility, GCD clutter etc etc ) and the new stuff theyre proposing is confusing at best.

The major issues I have are as follows:

First up our strange mastery bonus. This seems to be completely contradictory to the other things theyre doing to the spec. Like increasing our fire damage yet again with the inclusion of LvB in our rotation, (Nova, FS, FtW, UW and now LvB). Some have suggested however that at higher gear levels LB will replace LvB, then why bother including LvB in MW? Seems unlikely that they would do something so redundent.
There has also been talk of removing MQ from the tree. Considering we no longer will have intellect from gear, this would mean we would loose almost all of our spellpower. Aside from this being a major net dps loss, the LvB change and the mastery bonus are clearly spell orientated. Whats the plan here fellas?

Secondly, the FtW effect from UW seems like its going to be highly ineffective for us. Considering the pace at which we dish out fire damage (FtW procs when were stacking haste, FS and Magma ticks), that bonus damage will almost never effect one of our heavy hitters. (Ie nova or LvB, if were even ment to use it.) Nice Idea, but once again not really thought about.

I would like to hear Blizz on the mana issue, and I would also hope that the mastery bonus changes.
The only real change were gonna see otherwise is the WF effect of UW. (Which if it replaces flurry may even be a dps loss)

Do any of the developers know anything about Enhancement shaman?
