Due to what reason becomes [Lana'thel's Chain of Flagellation] in the SM BiS List more powerful than [Ahn'kahar Onyx Neckguard].

Hit in the current SM BiS list : 201. So we get the following statweights for

Lana'thel's Chain of Flagellation : 2.87*73(arp)+1.97*52(expertise)+3.11*122(strength)+3.70*10(hit) Assuming 10hit/10str gem = 728.37
and for
Onyx Neckguard : 2.11*68(crit)+3.70*60(hit)+3.11*128(strength) Assuming a 20Str gem = 763.56

So again, why do we use Lana'thel's Chain of Flagellation?
