The way this works is if you resist the snare you resist the entire thing. 15% chance to fully resist a frostbolt actually could come in quite handy considering the amount of teams that have frost mages.

Although frostbolt is a binary spell, this is not true from my experience.
I had 25% snare- and rootresist so it happened frequently that i resisted the snare part of the bolt, but not the damage.
