Spell hit and fear resist

What's the final verdict on spell hit chance in excess of 3% against players with "chance to resist fear increased by 15%" talents - that is, would an affliction warlock with 10% to hit from talent and 8% from gear reach a 99% success rate against a PVP priest?

Apply Aura: Mod Mechanic Resistance (5)
Value: 15
Or in other words, is the above mechanic countered by spell hit gear for binary spells like poly/silence/fear?

I'm fairly sure spellhit does counter talented resists.

Still, it's a huge investment for situational usefulness.

I think it's a fair assumption that any Feral Druid is going to have Primal Tenacity, any Priest is going to have Unbreakable Will, any Holy Paladin is going to have Unyielding Faith, etc.

Yeah but you can't guarantee you'll be going up against those classes, so against druid / warrior, for instance, you'll be wearing 15% spell hit that's completely useless. I'm not sure how this translates into spell damage or stam/res but I imagine it would be a very significant amount.

Warriors have 15% fear/stun resist, second talent in arms, rogues can get 10% or 4/19%(normal/aoe). What are you giving up for that 15% spell hit?

Though I can hide my cold gaze, and you can shake my hand and feel flesh gripping yours, and maybe you can even sense our lifestyles are probably comparable; I simply am not there.

Does spell penetration affect these 10/15/x% chance to resist, or is this resist different from the resist you get from shadow resistance on gear? Or is +hit the only modifier that give a beneficial gain to hit with fear?

Spell penetration lowers the target's resistances simultaneously, it does not affect +resists in percentages.

I didn't think this was the case, if so melee +hit should decrease stun resist talents. However it does not.

So both spell penetration and +hit affects the chance of fear landing?

Do you really need evidence for that? Spell penetration reduces resists to zero, common sense should tell you that it won't affect %chances.

It won't if spell penetration reduces the resist rate to zero, no.

I presume the question was along the lines of "How does spell penetration relate to spell hit rating in PvP?". There used to be a decent wowwiki article about the differences and mechanics of both so I'm going to point vaguely in that direction...

It would be rather funny, giving a (most of the time) fear-immune warrior a talent to resist fear mechanics, wouldn't it
