Chimareon is not a good HC dummy, the miss debuff make it even more random for us.
Maybe its not the place for this kind of advice - so, pardon me - but yesterday i have similar difficulties, so i tried aweird thing: to DPS in UH aura as DW (at first it was an accident) - it seems to be a DPS gain (somehow - and i dont really get it why.
Anomaly? The big random? (most likely, may i add)
Anyhow, as per the last attempts, positioning seems to be an issue - the boss parried (and blocked, of course) after tank swap, so, i have to find a better place for myself next time.
Next thing is the miss debuff - during the debuff, i should wait it out autoattacking only (and in the feud phase too).
So, alltogether, i think its mostly a miss-parry-block issue, wich you can only avoid by positioning and delaying the use of your skills.

On Chimaeron HM specifically, we set up an LoH rotation from the pallies on the Feud tanks and had a pally dedicated to single target tank healing so that he could face the boss away from the raid similar to the rest of the fight. This did improve melee DPS quite a bit.
Couple things to remember about Chimaeron fight as a Frost DK:
- Do not use your KM Oblits or KM FS with the hit debuff. Seems pretty self-explanatory; there are tricks to maximizing your damage through the Feud phase and throughout the rest of the first phase when the hit debuff is applied. If you are overcapping RP quite a bit, FS with the debuff to eat up a global. Better yet, save your HoW for this gap. Weaving your big strikes between hit debuffs in the Feud phase may take a couple pulls to get down, but it's a substantial DPS loss to do otherwise.
- Don't hold off on using your big CDs. You'll be able to get in two effective ERWs (beginning of the fight/near the final Feud phase) in spots without the hit debuff. Using ERW is at your discretion, but as always align it with your buffs (Unholy Strength, PoF, golemblood pot, trinkets, etc.) Wait until after a Feud is over to use a PoF.
- AMS the first Caustic Slime during Feud, it prevents the hit debuff and helps out your healers.

On Chimaeron, as any other bosses where you can get a hit debuff (think Putridice), these do not affect your special OH attacks. As such, it is best to spam obliterate while the debuff is active, as your runes will be returned and your offhand will still do (full) damage. If KM is procced it will get used up, so in that case blood strike might be the better choice (depending on how long the hit debuff lasts). Only HoW if you are out of all resources.

Possibly misses and parries. When an attack doesn't land but the runes are not consumed, this can lead to GCD capping. If there are a sufficient number of misses and parries, the 1 second GCD of Unholy Presence will be a DPS increase.
That said, I don't have any mathematical way of evaluating whether this holds true for you personally and it might just be randomness in your specific case. Likewise, I'm not able to say if using unholy presence for a specific fight with miss-and-parry mechanics will be a good strategy. Instead, I just want to point out the general principle.

Do you have any combat logs of the KM hits?
I've noticed something similar with my rogue's Cold Blood, where the buff instantly fades after activating the ability, without any other ability being performed during that time.
It's just horrible to test on a training dummy with its 2 minute cooldown.

With .48% crit chance it took about 50 Killing Machine Frost Strikes to see it. Killing Machine was consumed and the offhand strike crit but the mainhand did not crit.

Probably just an issue of accessibility.
The only other two options (besides PvP gear), [Stormwake the Tempest's Reach] and [Lava Spine] are just harder to get. For Stormwake, it's a random enchanted weapon, which even if it drops, has only a 1 in 4 chance of optimal stats, and Lava Spine drops of Magmaw heroic, which only 82 guilds have downed so far according to WoWProgress.
Compared to Conclave of Winds with 266 and Maloriak with 220.
And as all the heroic weapons share the same DPS, just calculate their EP values to see how much of an up-/downgrade they'd be.

You have to be really lucky to get the first two debuffs with an AMS (Because on heroic, the start of the damage is random) thats why i use ams shortly after the first debuff expired to immune the second and third debuff, and i am managing it pretty much every feud while you have to be lucky when trying to ams the first 2 . (Obviously done with Glyph of Ams)

First Caustic Slime is cast at the same time every pull for us (15 seconds left to Bile-O-Tron coming back up). Which is the exact same as on normal (15 seconds left on the Feud buff).

Killing machine - OBLITERATE or FROST STRIKE
I've been wondering what the optimal time to be waiting for my runes to come off cooldown would be so I decided to pull out a log of mine hoping to clarify things. I'm aware there might very well be tons more variables to be taken into account while making the decision to OB/FS but maybe this'll be of help.
some numbers taken off WoL:
Average Obliterate: 25378 (average crits + hits at 7% "natural" crit chance)
Critical Obliterate: 46090 (average)
bonus from km proc: 46090-25378= +20712 dmg
Average Frost Strike: 19923
Critical Frost Strike: 37210
bonus from km proc: 37210-19923= +17287 dmg
succesfull melee swing: 251
killing machine procs: 31
km proc chance per succesfull hit: 12.35%
succesfull hits per second: 0.89
then the damage loss purely from overwriting killing machine procs that would be otherwise used for obliterating:
((seconds x succesfull hits per second) x (proc chance per succesfull hit)) x (OB bonus dmg from km)
waiting one second: (1x0.89)x12.35% = 11% chance to miss a KM proc so damage wise it would be:
(0.11 x 20712) = 2278 damage lost while waiting for the runes
So the bonus I would've got from using my KM proc on an OB rather than a FS would've been 20712-17287 = 3425
Now to lose 3425 damage from the wait I'd have to wait for 1.5 seconds ((3425/20712)/12.35%)/0.89
So assuming the only damage lost by waiting for the runes would be the overwritten KM procs the maximum time to wait in order to gain dps would be 1.5 seconds.
Another way of thinking about it would be whether I should do 37210 damage now and have a 45% chance of gaining a rune which would be 5710 as half an Obliterate (or you could get a whole one if you can bloodtap!) OR whether I should wait for 1.5 seconds in order to do 46090 and gain 30 runic power which would be 18678 damage as an average Frost Strike... hmm..
Avg Fs crit 37210 + 45% chance of half an OB 5710 = 42920 in 2 GCDs one for the FS one for the OB so that's 21460 dmg/GCD
compare it to the OB
Avg OB crit 46090 + 30 RP as an avg FS 18678 = 64768 in 2 GCDs + assumed max of 1.5s = roughly 3 GCDs = 21589 dmg/GCD
I do hope to see some thoughts on the matter!

You would also want to factor in your current RP when you have to make the decision.
At less than 32 you obviously have little choice but to wait, between 32 and 68 is when your data actually comes into play, and above 68 you have to consider how much RP you're going to waste by over-capping from an Oblit.
The more RP you waste from over-capping the better it is to use KM on a Frost Strike. For instance, If you waste 32 RP, you just wasted an entire Frost Strike which is much more damage than the difference between an Oblit crit and a FS crit.
Using the average FS hit you provided, each point of RP is worth about 622~ damage. Wasting any more than 5 RP with an RP over-cap would be throwing out more damage than you gain by using a KM Oblit over a KM FS.
So unless you're going to lose rune regen time because all your FU runes are up or two Death Runes are up, it looks to me like using FS is always priority if you run the risk of over-capping by at least 5 RP (at least for you, using your data). I would probably just say FS if you run the risk of over-capping at all just to keep it simple.
Of course, then you also need to make sure RE can restore at least one rune if it procs.

Has anyone already calculated stat weights for Weapon Speed? I definitely want to try out 2h Frost after the patch, and I have to choose between [Akirus the Worm-Breaker] and [Reclaimed Ashkandi, Greatsword of the Brotherhood]. While Akirus does have the more optimal ratings, Ashkandi provides 125 more weapon damage.
Without further calculations, I'm feeling Ashkandi might be the better choice.

Frost is based heavily on strikes. Oblit, frost strike, blood strike. It matters less for Unholy since a ton of your damage is DC. I'd definitely go with the 3.8, it probably makes up for slower RP generation.

Kahorie calculates weapon speed alongside its EP calculations.
Weapon speed:
A sim is run with a weapon 0.1 second lower and compare it to previous results.
EP is given by the formula: EP stat = (WeaponSpeedDPS - baseDPS)/0.1

Not sure how accurate it is though. And also no support for DW yet as it seems.
