It might be required 2/2 butchery for this to work, or it could be 2/2 Icy reach required. I'll have to go through and respec a few times to figure which it is specifically, but the few times i have seen a difference between re-specing, those 2 were the difference.

2pc: 3rp/5sec
Per 20sec : 22rp. RP seems to deplete at about 1rp per second.

The depletion rate is affected by one or both of the 2 talents I mentioned just above. If you don't spec into either you lose runic faster then you gain.

This does not work if you're not spec'ed into the proper talent. I'll figure it out for sure what it is, I'm just being cheap

It is definitively 2/2 butchery that does this. it can be done using HoW and D&D w/o 2/2 Butchery, but that leaves you with 1 less rune 1/3 of the time, which isn't that bad. But with 2/2 butchery you can do this with HoW alone.
