Without digging you up on armory (or even knowing which spec you are), it is unlikely you're truly gcd capped - as you can see in the current unholy thread, some discussion is going on on the topic, and even in 2pc T13 the break point for haste is still probably at least 2600. This isn't to say you won't be capped at times, but haste is still valuable. Some have argued that haste may still have some value even when wasting RP due to increased OB/SS strikes available.
What I interpret your statement to mean, then, is that the find yourself wasting resources (probably RP) at times.
This happens for me on occasion, but not often and I'm just over 2600. My guess is that you're not FS/DCing early enough in the rotation (priority). For example, as unholy I'll usually (with a full set of runes) SS twice, then FS once. This gives me runes on cd. Then alternate strikes with DC so that it doesn't build up and cap. Of course, when I soak damage with AMS, I usually cap RP, but this is addressed by anticipating AMS use by dumping everything I can - especially RP - ahead of time.
If you do find yourself with capped RP and extra runes, then use your priority (depending on OBL vs masterfrost vs Unholy) to determine which resources to spend first. The OP in both threads has good info on this. True capping should only happen a few times a fight, typically during bloodlust, during big AMS soaking, and right after ERW (which shouldn't be a problem if you anticipate use).
