For hit, what do you mean by the "break points are pretty close together"? I'm assuming you mean that between high and low hit ratings, you're still hitting a whole lot?
Hit - WoWWiki - Your guide to the World of Warcraft shows that with just 98 hit, you will still only miss 5% of all attacks, which isn't bad I suppose.
So perhaps it's true that crit would be worth twice as much as hit... maybe even haste at 8x. If you're dealing 4k damage with 95/100 hits, it must be better than dealing 1k damage with 100/100 hits. Obviously those number of hits will be reduced according to expertise and glancing blows... and the 100% hit would mean better proc uptime.
