I can confirm this is a real fix, and not a tooltip hotfix. On live, with glyph of scourge strike, the shadow portion will hit for 0.62 of the physical portion. On PTR it will hit for 0.758 of the physical portion.
Also:
Sudden doom is broken and does not proc, so I was unable to test PPM.
Scourge Strike (Shadow) is unaffected by mastery ( bug ? )
Death and Decay matches the expected result of being multiplied by mastery exactly.
Blood Plague and Death Coil are both pretty close, but still off what I would expect in my testing, so something about those two works differently than a flat multiplier of the mastery percentage.
If you know what it is, or can figure it out from my test results I'd be very happy !

20% mastery (naked) - 2568
24% mastery (naked with mastery trinket ) - 2663
