We aren't going to be getting more Starsurges per rotation. The WC rotation shows 3.5 to 4 Starsurges per rotation. As a very rough approximation, that is one per Eclipse phase. That number will drop slightly, because the rotation will be slightly shorter. On average you should continue to see between one and two pre-Eclipse Starsurges per rotation.
I'm not comparing to 4t12. We measure the strength of a tier bonus compared to no tier bonus. The 4.3 BiS might or might not include 4t13, but it is almost certainly not going to include 4t12.

Well the thing is, as it is now don't we tend to not cast starsurge outside of eclipse such that going from zero point to lunar its nothing but wraths? Thought that was how it was even without 4t12, try to save starsurge for eclipse.

New T13 bonus. Pretty sure the sheet handled SS nicely and everything should propagate through after changing one cooldown in the Rotation tab.
As discussed in the main thread, very weak unless we're missing something.

This is a great tool that is very well done, I just want to be able to use it properly again.

Copying over from the main balance thread to keep things tidy. I'll have a look at this tonight, but as Hamlet said, just press delete for now.

I'm still getting the 438 error when I try to import my char. I've made sure stuff is spelled correctly, and I've tried different versions, including the one in the OP and the latest from hamlet 2 posts above. The debugger marks the following line:
Range("E1") = Application.WorksheetFunction.VLookup(Char.race, Range("racelookup"), 2, False)
But I don't understand any of VB/Excel so I can't say if this is usefull (tell me what you want to know and I'll look for it, of course). This is from 110929 PTR.

Are you putting your name in the top left corner, or in the profile field?

Yikes, I didn't realize that the name field had anything to do with it... I put it into the profile field only indeed. Now that I used the name field, things look ok. Thanks a lot

I'm not sure if this was the result of PTR datamining or incorrect info, but [Molten Scream] is listed under the Offhand drop-down menu as "Tome of Grim Binding." The stats are all correct so it's just a naming error, but it took me awhile to find it.

First look at raid drops: 4.3 Dragon Soul Raid Drops - Wowhead News
None of the trinkets or proc weapons look too crazy.
e: also I got a PM about a 64bit excel error, although I'm not sure about the details.

Yeah, working on a solution that doesn't screw things up for anyone else.
[edit] Some of those trinkets should already be in the sheet, Hamlet, although from a quick scan over some of them, it appears there may be a few changes. [/edit]
[edit2] Ok, what I was working on wasn't feasible (the earlier suggestion of using JavaScriptSerializer), as it would have required everyone to install several addon packs for it to work as it turns out. Unless anyone has any other suggestions, I'm out of ideas.
Really, though, unless you're using MASSIVE spreadsheets, you don't actually gain anything from 64 bit Excel. It's still not properly supported (which is why most people/companies still use 32 bit) and you will have the 32 bit installer too from when you installed 64 bit. For now, that's the only option I can give you guys. Sorry! [/edit2]

Added a bunch of new items. As usual, let me know if the parsing from MMO-C has any errors I've not spotted or I've missed any items.
There are several version of the trinkets in MMO-C's database now (I'm guessing LFR/Normal/Heroic) and I've added all of them that I could see. Some of them are identical for now other than item level, but I'd imagine they'll change as the PTR progresses.
Notable points:
Fixed normal Molten Scream's name.
On-use trinket cooldowns still need to be clarified (i.e. is WoWhead or MMO-C's data mining accurate?).
Changed a few trinket procs from temp Int to spellpower. Not sure if I misread when adding them originally or if they've changed. Fixed now either way.
Horrific Rune the Third changed from Spellpower to Intellect (meaning 800 intellect fully stacked).
Procs that will need to be looked at when we have more info (i.e. ICDs, damage multipliers, etc):
Horrific Rune the Second has an AOE damage proc (15% on hit), 3384-5076 Shadow damage.
Sacrifical Knife: 15% chance on spellcast to DOT all adds within the area of the target.
Horrific Staff: 15% chance on spellcast to proc 2580 haste for 10 seconds, with the extra benefit of giving 645 haste to up to 3 raid members within a certain distance (not yet shown in the spell details).

For some reason I cannot get the battle.net import to work. My druid has a feral tank spec as the primary spec and balance as secondary spec. The tooltip text on "Force 2nd spec" button states that it should import the first balance spec it comes to. Any chance you could make it search both specs in order to find the balance spec, or work on the force 2nd spec option?
Just to make sure the import works at all I tested on a druid with balance as primary spec and the import worked fine.

If you could give me your druid's name to check, that'd be great. The force 2nd spec checkbox is still not doing anything as per the comment, as it now just loops through both specs to find a balance spec. I'll probably remove it. I think you might be running into some other difficulty, though.
