No, Scribes can make the individual cards, but anyone can assemble the deck and turnin the quest to get the trinket.

Has anyone noticed weird behaviour when it comes to strength, ap (and possibly blessing of kings) in the newest Rawr. Mainly, under relative stat values str is listed as 2xap, regardless of whether BoK is ticked or not. Certainly str should be a bit stronger than that?
Unsure if this behavior was identical in previous Rawr versions, only noticed it for the first time yesterday at least.

As always the answer is check Rawr or search for it on wowhead. Armor Rings is an obvious search criteria.

Rawr doesn't seem to be modelling expertise properly for tanking (or at all). Its not considering the benefit which it provides due to reduced parry-hasted attacks.

Just like to point out that this is a common mistake. Primal Precision grants 10 Expertise, not 10 Expertise rating. This equate to -2.5% chance your attacks will be dodged or parried, which is roughly 82 Expertise rating. How valuable that is to you will depend on your gear and how close you are to the cap.

Can't think where better to ask this..
Well, I have 3/3 Survival of the Fittest and I'm pretty certain that I was critically hit at least four times yesterday.
It's the only occasion I've ever noticed being crit since 3.0.
90% of the time I'm tanking, but yesterday I was dpsing in heroic HoL. The tank died after charging off into a pack so I popped bear form and roared at the mobs. I noticed some bolded numbers spam my screen as I tanked, and after the mobs were dead I checked Grim Reaper, it said I'd taken at least 4 3kish crits specifically by melee attacks..
IIRC it was the Stormfury Revenant and Blistering Steamrager packs, level 80-81 mobs. My "dps" gear has 22 defence rating on it thanks to crossover items. From what I can tell they don't have any abilities that should let their "uncrittable" target get crit.. o:
Am I missing something? n.n
Only thing I can think of is just Grim Reaper lying, though I thought it pulled numbers straight from the combat log. Perhaps they were actually spell crits, since SotF doesn't prevent those.. Which is a bit nasty, really. :o

Gatekeeper is also a drop from 25-man Naxx
The easiest ring to get for the 2nd slot would be the Iceforged Battle Ring from the Bronzebeard quests in Storm Peaks. That should hold you over fine until you get some luck with drops.

I tried DoTimer but for some reason it wouldnt allow me to add Savage Roar to any other bar (I wanted a timer for Savage Roar, Mangle, Rip and Rake all together). A guildy of mine explained how to do it, it just wouldnt work though.
So instead I tried Elk buff bars. At first it was great, really easy to set up a bunch of bars to track everything I needed it to, however it also tracks OTHER druids Rip and rake as well as hunter pets Rake =/.
I will try ClassTimer tomorrow, I just want to see my own debuffs and buffs though, I dont care about other druids or hunter pets, although it might be sueful to be able to track warriors Traume and other druids Mangle.

Which I write.
I didn't suggest Gatekeeper because it comes from 25-man content, which the poster said they weren't doing. I think that Gatekeeper is still the second best ring, even with the armor nerf; it just turns out that Titanium Earthguard is a lot closer. 84 stamina and 450 armor compares favorably to 16 agi and 20 defense, and I tend to favor mitigation over avoidance.

On the issue of gear, it is somewhat disturbing how bad the T7 gear is -- notably the fact that it's been itemized better for Cat DPS (and even then not that well) and that there isn't a separate 'tanking' set. Even with just one set they could have done a lot better. Some of the pieces are just garbage (shoulders and gloves come to mind) -- nearly every piece can replaced by an off-set piece that gives you better tanking attributes (notably hit or expertise).

As a hated feral DPS this item looks really really good for me! a base of ~200 AP, and a ~600 AP proc is just... amazing!

I'm not an inscriber and I've got the Deck crafted and waiting for Darkmoon on the 8th. As for choice between stats, I'm most definitely going with the Agility card as I'm rapidly approaching the gear level that Agi once again equalizes or overtakes Str for DPS. I'm using Tossk's calculator for my gear choices and I'm happy with his modeling so far.

[Titanium Earthguard Ring] is going to be the new best in slot druid tanking ring for avoidance,(socket it with a stam gem), followed by [Deflection Band]

If you socket [Titanium Earthguard Ring] with a stam gem, it will be worse for avoidance than [Deflection Band]. 36 dodge and 28 defense beat 34 dodge and 29 defense.
I'd go with the Titanium Earthguard Ring, but either socket it with agility or wait until the shifting opal comes out.

Depends on the fight, even now.
For hard-hitting damage, Offering.
For lots of smaller attacks, offering may win but Valor will come close.
For fights with enrage-type situations where the boss enrages on a schedule or at semi-predictive, repeatable times (or when you must take as little damage as possible during a short period of time), Valor
For any magic-heavy fight, offering (the on-use is better)
Really, you should have both and swap them out as needed.
