Close. I've found that Combat Experience gives a bit more DPS per point than Piercing Shots. Points not needed in Focused Aim can go to Efficiency or Piercing Shots. Neither appear to provide much of a DPS boost, but Piercing Shots appears to provide slightly more of one.

Also what are the relative values for piercing shots and WQ (I saw WQ was 5% on auto damage earlier in the thread.) WQ seems to be 3% of my dps on dummies on live. Keep Serpent up at all times, Chimera Shot, Steady Shot till it's off cooldown. Arcane Shot is a waste of mana, Aimed Shot doesn't hit for enough more than Steady to really be worth the additional mana and reset auto-shot cooldown. Checked a couple builds with/without (imp) Barrage using either multi-shot or aimed and both turned out to be a slight loss in DPS (MS moreso, not sure if aimed resetting the auto shot cooldown is modeled in the spreadsheet or not.)
In practice, 3/3 WQ is 2-3% of total DPS. After the changes to armor penetration, Piercing shots just isn't worth the points unless you can afford to take (up to) 2 out of Focused Aim. Everything above it in the tree, and the talents in BM/SV provide more DPS per point and aren't worth dropping for it.
