No, 1400 ArPen does not mean Sunder would have no effect. They are calculated on different tables - one on the target (debuffs) and one on you (buffs gear etc).
I still think the armour constant for ArPen formula is calculated from the wrong table on the spreadsheet however, thus giving us more value than what we should get due to the erroneous calculation.
The current calc for the armour constant goes for
(400+85*Level_Selected+4,5*85*(Level_Selected-59))
whereas the actual formula should be made from TargetLevel and not your own level (Level_Selected). Thus it currently counts the armour constant as for a lvl 80 mob and not lvl 83 for example which is what bosses would have for you at 80.
At least this is what I gather from the fact that GC said the armour constant would be 16635 for a lvl 83 mob when the formula was given and that my own calcs finally made sense as it always differed in armour from the spreadsheet by a small amount. I have at least never seen anything about it since then on the official forums nor in any patch notes that it had been changed.
