For the hunter, it's true that hit chance derived from rating won't be rounded at all. However, going to take a wild guess here, because the variance of hit chance that you applied is too small incrementally (less than 0.1% difference), the spreadsheet shot simulator doesn't detect any difference in miss rate during the 6-minute simulated-fight.
Before 3.2, pet's hit chance is derived from the hunter's hit rounded down. So hunter with 7.99% hit chance would have a pet with 7% hit chance. After 3.2, (when pet's hit, expertise, and spell hit are made to scale in percentage of the hunter's hit; barring bugs such as Focused Aim and Draenei's Heroic presence), I'm not too sure whether this mechanics of pet's hit rounding-down is still in place. I'm assuming that whether this mechanics is still in-game or not, the spreadsheet seems to still be using it in its calculation.

As I see in the spreadsheet there are no missed shots to simulate hit chance, hit chance is taken into consideration regarding the shot's average damage. (hit chance * possible damage = average damage with missed shots)
In this case the spreadsheet should show some DPS change at even 1 hit rating change. (because the average dmg / shot is changed in the model with a little bit.)
And it's not explain how 99,79% gets to round up to 100,00% at calculations tab.
(Sorry for my english, it's not perfect.)

I tested this recently (on 1.25.2010 to be precise) and the rounding down of pet hit still exists.

Another interesting thing about this:
I have 157 hit rating and 3/3 Focused Aim (99,79% hit chance), and I got 12128,21 DPS.
I have manually adjust 1 more hit, chance become 99,82%, DPS stays the same.
I have manually adjust 2 more hit, chance become 99,85%, DPS stays the same.
I have manually adjust 3 more hit, chance become 99,88%, DPS stays the same.
And the end:
I have manually adjust 7 more hit, chance become 100%, DPS became 12138,76.
(If I manually subtract 1 hit from my rating, the DPS decrease correctly.)
Is this the normal? I think WoW calculates every bit of hit, not rounding it.

Is it set alliance? Do have best raid buffs enabled? Is it applying the Draeni hit buff to you and your pet? Thats about the only reason I could see it not properly adjusting when your below the hit cap. It should adjust even when you add 1 hit if your anywhere below the cap. It does for me anyway and Im using the current version.

Hi,
There is something i don't understand in this spreadsheet and i would know if this is just for me or i'm not alone in this case : My stats scale is in this order : hit > int > agi > mp5 > crit > arp > haste > AP > Pet hit > stamina
Why Int before agi and mp5 before crit ? I'm still perplex about it.
And i've got one problem (v 93i) : The profiles' array in "Overview" isn't anymore update even if I Save profile, etc. I've tried a lot of things but nothing seems to work. If someone have any idea about it..

Is it possible to change the Red DPS Gem to 20 ArP? It asks me for a password, and I'm unable to unprotect the sheet.

You don't have buffs set up properly, so Int and Mp5 contribute significantly more to your uptime than they should.

As mentioned, if you merely import your gearset and talents, without applying any raid buffs (especially Judgement of Wisdom, Replenishment, Blessing of Wisdom, Arcane Intellect) the spreadsheet or online tool will show that Int and MP5 take precedence over other DPS stats, due to running OOM real fast and having to switch to Viper frequently.

You want to change it in the next column over. The default values are locked, but you can change and override them in the Custom Value column.

I am trying to use this spreadsheet to help one of the hunters in my guild but I keep getting this error
tmp = prof2.Attributes.GetNamedItem("key").Text
tmp = UCase(Left(tmp, 1)) & Right(tmp, Len(tmp) - 1)
And it stops the auto import of information from the armory. The hunter only has 1 profession, inscription.

Not sure what I am doing wrong with the spreadsheet but my dps values come out to show a #DIV/0! symbol rather than a value. If someone could PM me and let me know what I am doing wrong as I am sure its my own lack of ability rather than the spreadsheet which rocks by the way Thanks in advance

You should be able to change your item stats by going to the Custom Gear tab and making your changes there.

Seal of Many Mouths Normal and Heroic have the (Exp) tag in their location. Is this a bug or a warning? If warning then this list also needs that tag.
Assuming (Exp) = Expertise
