I have gone through countless iterations of my UI and one thing that has bothered me was how off-balance the chat window always made my UI feel. I've seen many different ways of dealing with this visual balance issue, such as making a second chat window to go on the opposite side of the screen or sizing Omen and/or Recount across from the chat window to balance it.
I've never been very happy with these solutions for various reasons; I feel like a second chat window showing just the combat log is unnecessary for me as it's information I don't need to see all the time (and I belong to a very small guild and don't chat all that much anyway so splitting it into two chat windows is also a waste). UIs that are based around a rectangular space at the bottom of the screen are appealing to me, especially those that utilize some sort of background image to tie it together, because they tend to look very balanced. That said, I've been unhappy with my experiments with them because I felt like I was loosing too much screen space, particularly when trying to balance the chat window by, say, making omen and/or recount sized to match it.
What I finally came up with (after much too long a time) was the idea of balancing my UI around the chatbox. I first tried this several months ago and fell in love with the result immediately. I particularly enjoy having as much open screen space as I can, and sticking the chat window in the center let me balance my UI with much smaller elements than I had used before.
Along this same vein I have tried to cut down on clutter in several ways that are common and not so common. I've recently made the switch to having all my action bars be mouse-over since all my commonly used abilities are keybound anyway. The less common change I made was to hide my damage done in my SCT. I've tweaked my SCT many times (making it smaller, off to the side, etc) and I finally found that I was just sick of having screen space taken up by information that I never looked at in combat anyway. I've still got SCT for all the other normal combat messages, entering combat, my damage taken, debuffs gained, etc, which are the really important pieces of information to me. I've become so attached to having as little screen clutter as possible that I even turn name tags off in raids larger than 10 mans. (Thank god for NameToggleFu.)
The only other thing of note that I can think of with my UI is how I've set up dealing with my shot rotation. I've never been able to get PowerAuras to a point that I was happy with and many of the cooldown monitoring addons use bars which I particularly dislike because I am very visual and will pick up information much more quickly from an icon rather than having to read a bar. This has led me to use a combination of a BT bar and TellMeWhen with OmniCC to manage my rotation. The alpha on the BT bar is lowered a bit as well as it being click-through and hidden out of combat. TMW I use for most of my other cooldowns/abilities; Feed and Mend pet durations, CDs on FD, RF, Disengage, etc, Tracking HM and in the center by my BT bar it's tracking SrS and the Explosive Shot debuff on the target to try and help with my timing on LnL procs. I also have a large TMW icon for LnL that appears just to the right and above my character.

The mod you are thinking of is ForteXorcist as already mentioned, but it is not a "what ability should be used" mod it is just a cooldown tracker.
If you are looking for a mod that shows what ability you should use next, look into "Faceshooter", linked below.

I am reconfiguring my ui with many of the mentioned addons from this thread, but I have a question about PowerAuras now that patch 3.1 is out. I read elsewhere numerous complaints about bugs in PowerAuras since the patch.
Are many of you still using it? If not, what have you replaced it with? If you are, no bug issues?

I used to have a mod that told me the name of all the buffer's i reset my UI and i cant seem to find the addon anymore Really helpful when trying to figure out whos doing what buffs and whos doing the wrong buffs

Is there a suitable alternative to Buffalo? I've been getting errors from it since it hasn't been updated in forever, and I hate EBB and similar bar mods. Right now I'm stuck with the default buff display.

I am still using Buffalo and I did not have a single error. Try deleting Buffalo config file (Buffalo.lua and Buffalo.lua.bak in WTF/ACCOUNT/YourAccountName/SavedVariables folder) and configure it up again.
If not, you can switch to Satrina Buff Frames as S7orm suggested.

ViperNotify - Plays sound when hitting 100% mana in viper
I use this setup because it keeps all my moves right in the center where my eyes can see everything, and also plays sounds and messages for important procs and when im full on mana and when im low on mana.

this is the ui i've been running for quite some time now;
power auras, tiptac, xperl unit frames, titan panel, sexy map, satrina buff frames, bartender4, button facade, btex, track o matique, and viper notify, omen, recount. have a bunch of other little ones for chat and the such, most things ive gotten from this thread. i also have a couple bars hidden, for instance my pet bar as most of the skills are bound to my mouse or keyboard.

Tyrion, I really like the clean look. Would you be kind enough to post a complete list of the addons involved? If I wanted to replicate your set up, any help you can provide is greatly appreciated. Also, your action bars for your main attacks, are they really down bottom left corner like it appears to me? Are you a mouse clicker or pushing key bindings for your various attacks?

Much credit goes to Oomm, as this was originally his in 2.4, but it stopped working a long time ago so I've been playing with it over the years.
OOMM's UI 1 is where you can find the release and most of the addons used.
Yes its bars in the bottom left. Everything is bound except the upper pet buttons to the left of my chat. I only have the main bars there because I formed a habit of using a seperate melee bar long ago; that shift+2, 2 is my raptor (Which obviously changes the page) and sometimes I need to glance what action bar im on :P That, and there are a few things on a shift-paged action bar that I click IE AotW or something rarely used. I did try hiding it at one point, but there wasnt anything else I could put there, so I wasnt really wasting space anyway. Cooldowns are shown below player frame, classtimer shown below target frame. oPie for tracking and aspects.
There are a few things I did extra such as combining eepanels and KGpanels because I just couldnt get kg to show a gradient texture with a solid background and still have colour blending. The things I can remember adding would be SBF Satrina buff frames, Chinchilla minimap, dominos action bar, Align for getting everything straight, Ace3 and LibDogtag.

KGpanels were kindly provided by Sylgian in the mages counterpart to this thread here. Mage UI and Add-ons (READ THE FIRST POST)
As for the rest of my UI, the bottom left pane is for Guild, General, Trade chat and LFG channel. The frame above is for Party, raid, battleground and whispers.
The larger buttons in between my character panel and target panel I use to keep track of my cooldowns (and trueshot aura is there as a reminder that I should click that button (which I apparently didn't do in this screenshot)).
Everything else is pretty standard. Bartender, Omen, Recount, X-Perl etc.
