Most old dungeon items were changed (read: improved) in the 2.3 patch, many dungeon drops that used to be uncommon quality, became superior quality. This is when hitrating on them was introduced. Before 2.3 there was no hit rating on low level items. (Dont think there were any 'rating' stats on low level dungeon items, just pure stats like intellect, spirit and stamina) So thats where the confusion came from I guess.

Does anyone have a DogTag showing if the necessary debuffs for Torment of the Weak are applied? Maybe even including Judgment of the Just, although I'm not sure how I'd like that included (since you can't check if the judgement on the mob comes from the paladin that has skilled JoJ).

The amount of hit needed for +4 levels is pretty hard to reach. I think AOE-farming +4 levels is quite risky. I had fun farming the new Scourge invasion on my alt mage from level 63 upwards. I got all the way to 70 doing that and farmed the whole "undead" set. At first, I could barely kill the level 67 undeads and by 70, I was able to take the elites.
Ways to spice up leveling:
- Quest/farm well above your level (+5 is pretty much the limit for mages, I think).
- Do big AOE pulls.
- Solo instances just below your own level range (SM library at 40 was fun).
- Solo group quests of your own level or slightly below.
I think it's useful to have a "hit set" even when leveling, but it really depends on how much you want to challenge yourself. The fastest way to level is not to go beyond your own level range - at least not by more than 2 levels.

I appreciate your input TigaFin, even though I didn't really ask for it  I want the hit items to make the farming a little faster when I go +4 lvl.
This is my second mage I'm aoe-leveling, and I've learned how to push the limits a little. +4 lvl mobs are rewarding because you always have to improvise a little as your frost nova misses 1 or 2 almost all the time. After a genocide on murlocs I took on the pirates in Tanaris at 41 (they're 44 to 45) and have now moved to 49-52 mobs in WPL as 48. It's a challenge to begin with, but when you get used to it it's good fun. Aoefarming big pulls when you have no real variables takes some of the fun out of it. At +2 lvl mobs I'm steamrolling everything, probably somewhat due to my 2 epics and 3 hierloom items.
I do however realize that the % hit gap between +3 and +4 lvl mobs is quite high and might be hard to compensate with the small amounts of hit items listed.
How about instances at about 50, I remember seeing the slugs in Maraudon being aoefarmed, but are the Creeping Sludges any good XP?

After reading the rest of your post, theres really only one way you will have mana issues and that is by continuing to spam AB past the (3) stack or chain casting ABx3 rotations on certain (long) fights where it might not be practical to do (or whether your non-replenishment raid comp allows it).
I'd say be be much more aware of what rotation your using than just 'going through the motions' of doing rotations. You listed pretty much all the other factors that need to be considered already, there isn't really any other super secret hidden things other players are doing other than simply knowing and managing their mana better.

Ok i'm really lost now...Sigh I've been reading the FFB , Arcane , and this thread for a while. Following the comments i've seen i went Arcane but could only reach 3900 DPs couldn't go higer, thought my gear or me were the problem. Went back to FFB, got my DPS up to 4200 +/- on Patch. Read about TtW, changed to that, regemed haste insted of crit, and now i do 2900 dps.... TtW NEVER proced on Shart fight. I am lost, what is wrong ? Is it me ? My gear ? I follow the rotations listed in the threads... Help ?

Torment of the Weak works on snared or slowed targets. It looks like from this parse like you had no warrior for thunderclap, paladins did not cast judgment of the just, and no feral druids using infectious wounds.
The DK's were tossing some icy touches though and I believe TTW can also work off of that. AFAIK TTW does not show up in combat logs.
Edit: Nevermind comment on judgment of the just it would not show up since it is a passive effect of the talent.

Well looking at your armory you could make either spec work well for you. If you get Heigan's Robes and the spider trinket I am sure you could make Arcane work a little better for you. Torment the Weak does not really proc, it is in effect when your tank has their attack snare on the mob. If your tanks are not using Thunderclap, Judgement of just, icy touch, or infected wounds on patchwerk(or any boss) then they probably need to.
My armory is below, I dont have the standard build but it works for me. I have Maly's robes in the bank incase I go back to FFB or FB build. Right now I seem to get the most out of my dps as arcane. Currently I have macroed my gloves tinker, IV, Arcane power with Arcane missles. Many folks want to try to time all these with events such as Heroism. For me I just want to use them every time they are available. I do save them for when we are attempting 3 drakes to use with heroism on first drake.(I just use Arcane Blast instead of AM front loading my Illustration trinket as we wait for the first drake). When arcane power is up be sure to AB spam till Missile barrage procs. Using gems and evocates effectively and adjusting your dps rotation accordingly you can get better at maximizing your dps. If you stay FFB I would suggest using potions of Wild magic. If you try arcane again try to get some Potions of speed.

Ttw doesn't proc, it is like molten fury, your fireball just hits for more - there is no other indication. Your pally MT is specced in JoJ and seems to be refreshing his judgement regularly throughout the fight. TtW uptime was almost 100% - that does not seem to be your problem. Also, it looks like all the mages are FfB for this kill.

Some already provided a lot of answers. I switch between TTW and FFB often few things to remember when you do
- Only need to change 1 glyph ( FB instead of FFB )
- Need to find 3% more spell Hit when you go TTW, if you cannot then you should stick to FFB till you get gear to swap for +3% hit. [Dying Curse] is usually the easiest way to do so.
- You do not actually need to regem from Crit to Haste. First Spell power is a higher return than crit or haste. For FFB Crist is superior, for TTW Crit and Haste are actually VERY close so it's not worth regeming completely especially if you aren't fully committed to TTW.
- As other pointed 12% of your damage become Dependant on someone else slowing the target.
- TTW still has a lot of RNG ( less than FFB but still ) so a very low crit percentage is really not great for that spec, i would say close to 27-30% is nice to have.
I know a lot of EJ mages do a lot better but with gear you should be able to get close to 5500dps on patch. Still some RNG in there, the nice thing is that it is a lot less than FFB.

See this is what i meen , this is yesterday's run FFB spec Wow Web Stats Am i that fail ? I really don't know what is happening, a mage with lower gear is passing me .... /cry
I LB-SC if it's not already up, FFB, Pyro when HS is on, mana gem, use Wyrm flask. HS doesn't seem to proc, buffed i'm around 39% crit. Lag ? Bad player ? I am starting to think the later...

It seems to be simply 'not-having-quartz' issue, if you look at parses you see that you're casting less Frostfire Bolts and Pyroblasts on static boss compared to other mages despite having more haste. This should be opposite right?
All you need to do is start to take advantage of Spell queue system that was introduced sometime during TBC to stop players from abusing /stopcasting macroes to increase dps. That is, mash the button to cast next spell before when the current one is about to cast. Otherwise you're adding 'time not spent casting/dpssing' equal to your latency between every spell cast. You can get Quartz here to help with the timing.
Another issue to observe is Living Bomb uptime, Rebledodum had 50 DoT ticks on patch, Neveahlleh 44 and you had 40. That's not major but something that adds up in long run.
EDIT: Looking at buff gains seems like you are also either missing or having HS procs munched. It would be really helpful to have an add-on to announce whenever you get a proc. Also, seems like you're also using Mana Gem only once in a 3 min fight. Use first charge together with first IV at start for spellpower buff via 2T7 set bonus, and then again near the end of the fight.

Well your dps is defenitly lower than what it should be with your gear.
Of what I can see on your wws, you had less HS used as the other mages.
The two other mages casted less scrotches than you did.
What I can supose is that you spamed too much scotch.
Maybe you had some lag issues.
Maybe didn't you see some HS procs?
Maybe you weren't very lucky with the crits (happens sometimes with FFB spec)
Maybe you should look at your dps cycle: Maybe you can gain some dps refreshing LB a bolt later.
What can I add? There is a lot of things that could cause a dps loss.
