Minor addition error here. 4.0816 + 0.06 = 4.1416.

Unless I'm mistaken, the extra algebra isn't necessary. You could just start from:

X = latency + (base GCD or CD)/(1.05)/(1+decimal_haste)

This gives me results that match your non-BL values.

X = 0.06 + [1.5 4.5 6]./(1.05*1.05) = [1.4205 4.1416 5.5022]

However, I get slightly different values for Bloodlust:

X = 0.06 + [1.5 4.5 6]./(1.3*1.05*1.05) = [1.1066 3.1997 4.2463]

<edit> it looks like you made the same addition error in all of the BL values. They're all 120ms lower than they should be.

I adapted the formula for finding a 3 second CS, and didn't bother to rewrite it. Also, notice that we lose the 9% cast speed from JotP as well and how that affects the cool downs.

As a prot pally, I like the new lvl 90 talents, my only worry being with them is if Light's Hammer has diminishing return or not and if it does, if it is with all of those hit or if there is one for only enemies and one for only allies.

I am also not sure about which talent to take on the lvl 45 tier, it all depends if Sacred Shield cant be cast on yourself or not.

If it can't be cast on ourselves something is very wrong. That would pretty much cement Eternal Flame in as the go-to talent for that set.

Selfless Healer loses ground because it doesn't change FoL's mana cost. At 36% base mana it's not trivial.

The MMO-Champion database has some glyphs up:

Glyph of Blessed Life: While Seal of Insight is active, you have a 50% chance to gain a charge of Holy Power whenever you take direct damage or are affected by a Stun, Fear or Immobilize effect. This effect cannot occur more than once every 20 sec.
Glyph of Blinding Light: Your Blinding Light now knocks down targets for 3 sec instead of Blinding them.
Glyph of Beacon of Light: Removes the global cooldown on Beacon of Light.
Glyph of Avenging Wrath: While Avenging Wrath is active, you are healed for 0% of your maximum health every 4 sec.
Glyph of Cleansing: Your Cleanse will remove one movement impairing effect if cast on yourself.
Glyph of Consecration: You can now target Consecration anywhere within 25 yards.
Glyph of Dazing Shield: Your Avenger's Shield now also dazes targets.
Glyph of Denounce: Increases your Holy damage by 20% for 6 sec after you Denounce.
Glyph of Divine Plea: Divine Plea now has a 5 sec cast time, but you receive 12% of your total mana instantly and your healing is not reduced.
Glyph of Divine Protection: Reduces the magical damage reduction of your Divine Protection to 20% but adds 20% physical damage reduction.
Glyph of Divine Storm: Your Divine Storm also heals you for 1% of your maximum health.
Glyph of Divinity: Increases the cooldown of your Lay on Hands by 0 min but causes it to give you 10% of your maximum mana.
Glyph of Divinity: When you use Lay on Hands, you also gain 120000% of your maximum mana.
Glyph of Double Jeopardy: Judging a target increases the damage of your next Judgment by 20%, but only if used on a second target.
Glyph of Fire From the Heavens: Your Judgment and Hammer of Wrath criticals call down fire from the sky.
Glyph of Flash of Light: When you Flash of Light a target, it increases your next heal done to that target within 4 sec by 30%.
Glyph of Focused Shield: Your Avenger's Shield hits 2 fewer targets, but for 30% more damage.
Glyph of Frugal Blessings: Reduces the mana cost of Blessing of Kings and Blessing of Might by 50%.
Glyph of Hammer of the Righteous: The physical damage reduction caused by Hammer of the Righteous now lasts 50% longer.
Glyph of Hammer of Wrath: You take 10% less damage for 10 sec after using Hammer of Wrath.
Glyph of Holy Shock: Decreases the healing of Holy Shock by 50% but increases its damage by 100%.
Glyph of Holy Wrath: Your Holy Wrath now also stuns Elementals and Dragonkin.
Glyph of Illumination: Your Holy Shock criticals grant 1% mana return, but Meditation returns 10% less mana.
Glyph of Immediate Truth: Increases the instant damage done by Seal of Truth by 20%, but decreases the damage done by Censure by 50%.
Glyph of Inquisition: Reduces the damage bonus of Inquisition by 10% but increases its duration by 100%.
Glyph of Light of Dawn: Light of Dawn affects 2 fewer targets, but heals each target for 25% more.
Glyph of Protector of the Innocent: When you use Word of Glory to heal another target, it also heals you for 20% of the amount.
Glyph of Rebuke: Increases the cooldown by 5 sec and lockout by 2 sec of Rebuke.
Glyph of Seal of Blood: Your Seal of Truth now uses the Seal of Blood visual.
Glyph of the Ascetic Crusader: Reduces the mana cost of your Crusader Strike by 30%.
Glyph of the Luminous Charger: Your paladin class mounts glow with Holy Light.
Glyph of the Mounted King: Mounting a paladin mount automatically casts Blessing of Kings on you.
Glyph of Turn Evil: Reduces the casting time of your Turn Evil spell by 100%, but increases the cooldown by 8 sec.
Glyph of Winged Vengeance: You grow larger during Avening Wrath.
Glyph of Word of Glory: Increases your damage by 10% for 6 sec after you cast Word of Glory.
Glyph of the Battle Healer: Using melee attacks while using Seal of Insight heals a nearby injured friendly target, excluding the Paladin, within X yards for X percent of damage dealt.
Glyph of the Alabaster Shield: Increases the damage of Shield of the Righteous by 50% but reduces the amount it blocks by 20%.
Glyph of the Falling Avenger: You slow fall during Avenging Wrath.

Other interesting things:

Seal of Righteousness: Fills you with Holy Light, causing melee attacks to deal 5% weapon damage to all targets within 8 yards.
Seal of Command: Fills you with Holy Light, causing melee attacks to deal 10% additional Holy damage.
Seal of Truth: Fills you with Holy Light, causing melee attacks to deal 14% additional Holy damage and apply Censure to the target.
Seal of Justice: Fills you with Holy Light, causing melee attacks to deal 16% additional Holy damage and reduce the target's movement speed by 50% for 5 sec.

Crusader Strike: An instant strike that causes 0% weapon damage plus 0.
Relic: Requires Librams (Most likely old data, but interesting to see if they remain here. Blizzard did mention visual Relics/Quivers in their MoP FAQ)

Improved Judgment: Judgment causes a secondary effect-
Holy: Judgments of the Pure - Judgment restores mana. (Assumed Spirit regen)
Protection: Judgments of the Wise - Judgment grants Holy Power.
Retribution: Judgments of the Bold - Judgment grants Holy Power and the Physical Vulnerability effect.

Also, regarding previous Seal discussions since it had no indication on the time they lasted, Seals now work like our auras did, but only affect ourselves, since auras are gone, the bar is now used for the Seals, we just pick one and it lasts "forever".

Good to hear. Seals were always akin to Warrior Stances anyhow, and its glad to get a confirmation that they cost 0 mana. Any chance they are still on the GCD?

It also seems like Seals will have less of an impact on our DPS. For single target, both Justice (which by the way procs on all White and Yellow hits according to the WoWDB) and Truth do comparable initial damage. The Glyph will be interesting-- a 20% Gain on the initial hit brings the damage up to 16.8% Weapon damage, but the DoT will only have a scaling of 0.9% holy spell power plus 1.75% AP.

According to some videos of the Beta, Holy Avenger is now Zealotry (without needing the 3 Holy Power to use).

It reads as follows: "Holy Avenger: Abilities that generate Holy Power will generate 3 charges of Holy Power for the next 20 sec. 2 min CD."

Small correction, they do cost mana (Seals), seems to be 3280 mana so same as on live.

Everything is a major glyph except those with ascetic appeal (Fire from the heavens, mounted kings, etc). Keep in mind that the list is tentative, as well as the number of glyph spots available.

One interesting thing, that I don't think will make it out of the beta tbh, is that 2pc T13 still gives you an extra HP when you judge - so Judgement provides 2 HP instantly.

The Avenging Wrath tooltip in game still says "Increases all damage and healing caused by 20% for 20 sec." and I can confirm that behaviour in game. As far as I can tell Zealotry has been replaced by Holy Avenger (lvl 75 tier) that reads now "Holy Avenger, Instant, 2 min cool down, Abilities that generate Holy Power will generate 3 charges of Holy Power for the next 20 sec." - IIRC this used to be the one that gave 3 HP for abilities when you used GotAK. I'll probably swap to it

Purely random thoughts from hitting a training dummy:

The Ret rotation is a lot nicer - you spam HP generators until they are on CD and then hit your HP spender. The 2 HP buffer means that you should never waste it. Inq being back on a 10s per HP is kinda annoying - I'll be interested to see if the new Inquisition glyph maths out to be worth it - "Reduces the damage bonus of Inquisition by 10% but increases it's duration by 100%" - so it's 27% bonus and 1 min. at 3 HP.

I've not leveled yet, I don't think they've opened the new areas and I haven't bothered doing dailies yet, so I can't answer the ratings questions.

PS. Don't use the raider's training dummy in SW as you miss lots

Reduces chance to be dodged or parried by 4.83%
Expertise rating 495 (+4.83% expertise)

Dodge chance: 0.00% / 0.00% / 1.17% / 2.67% vs 85 / 86 / 87 / 88|skull

Parry chance: 0.00% / 0.00% / 1.17% / 2.67% vs 85 / 86 / 87 / 88|skull

(of course on live I assume the SoT glyph so only have 4% expertise)

Crit:

Crit chance: 5.82%
Crit rating 1041 (+5.81% crit chance)

Haste:

Haste: 7.08%
Haste rating 907 (+7.08% Haste)

On an unrelated note Pursuit of Justice seems to be a little odd:

0-2 HP: 10% move bonus
3-5 HP: 30% move bonus

BUT

When out of combat and you're losing HP it doesn't drop from 30% to 10% until you hit 1 HP.
