Yep, it actual increasing your energy regen.
Now, my question: I'm Assassination. In P1-3 on Sinestra our melee camp stands behind, so i can backstab. With a buff is it viable to hit only backstabs? Or mix it with Mutilate? It can solve the problem with our energy capping. Haven't chance to test this tho`.
And btw, about Sinestra. There is a hint (bug, smart using of game mechanics, ect) about CoS and Wrack that wasn't fixed yet.
You Can't possible immune Wrack when it applies on the first target (tho, i could be just too slow ), BUT, when the first Wrack is dispelled (from other member ofc.) it CAN be CoS immuned if you used it 1-2 secs before that dispell.
It also can be immune by DKs and, I'm sure, with other classes. For the better benefit you should use it only ob first dispell, so it will help your healers a lot (For example, there was one try, when we resisted both Wracks (me and DK))
P.S. If you use CoS After wrack jumps at you, you will automatically dispell it, so don't miss the right time and you should speck to your RL and dispelers about it.
