Today with 5.1, Dancing Steel proc rate has changed to RPPM, i.e. the same proc mechanism as for Windsong. While this is apparently going to deliver quite a dps boost to weapons with this enchant, I've noticed something that may be odd about this:
I have run through all 5 LFRs today, and I can't remember any of the fights where Dancing Steel double-proc'ed. The refresh rate seems to be increased indeed, the proc is rarely down, I'd estimate the uptime of 85% or even higher. However, very often I notice that a proc which is only on 9 sec get refreshed to 11, and have never noticed a double proc.
Now in all honesty, I cannot remember how likely a Dancing Steel double proc used to be before yesterday, though I am certain that I have noticed it now and then. What I do remember, however, that while I had Windsong on both weapons, the double proc was very very often. Anyone know if anything's changed here?

Maybe a stupid question, but upgrading your weapons yields the biggest dps increase, right? As in ilvl upgrade - the 5.1 mechanic. And also, upgrading trinkets with procs upgrades the proc values too right?

Yes - followed by helm/chest/legs as a rule and assuming equivalent ilvls to begin with. With that said if you had a BiS heroic item that wasn't in any of these categories you might want to burn your VPs on that rather than equipment you may soon replace.

I can confirm that the Proc does upgrade along with the baseline stats of a trinket, however this does not show in the upgrade UI (or at least it didn't on patch day when I upgraded my Relic).

We had a blue post that said it shouldn't double proc anymore. However;
So I guess it's changed now?

Dancing steal was hotfixed last night to be able to double proc again.

Good news, everyone!
As I mentioned, we've been investigating the possibility of altering the Real PPM system to allow double procs. It hadn't been done previously due to technical challenges, but we found a solution much faster than expected, and we're currently working on a hotfix to allow Real PPM enchantments to proc separately per weapon.
Yes, this means that if everything goes smoothly, you'll soon be able to have two simultaneous Dancing Steel procs, or (very rarely) six simultaneous Windsong procs.

Speaking solely as Assasination, I use FoK as combo point builder keeping rupture up on my Mender (Interupt duty) and using Envenmon between rupture. I couldn't say for sure if this is the most optimal rotation but it works for me.

This is probably a dumb question.
Does the 2pc T14 bonus (15% increase to Sinister Strike) also apply to Dispatch, since dispatch takes it's place in assassination spec? My guess is "no" since they are different spells, but since Dispatch states it replaces Sinister Strike in Assassination spec, I thought it actually might.
(I would test this myself, but I do not have my 2PC yet. I have been severely unlucky since getting a ton of drops the first 2 weeks of Sha/Galleon kills. Woe is me!)

No. The ability "Sinister Strike" is completely separate, and in no way related to Dispatch.

I knew that - but since the Dispatch ability specifically says it "replaces sinister strike", I thought it'd be worth testing. I assumed it wouldn't work, but figured I'd ask since I never heard anyone say anything on it.

Main hand weapon damage is more important then the offhand weapon damage. You should be using the higher weapon damage in the main hand while the normal 496 with the gem is better then the 502 dagger in the offhand for the extra stats which are well beyond the small loss in weapon damage. When in doubt take a look a shadowcraft where it is easy to swap gear to see which will come out ahead.
