Now that the basic talents seem more stable, I've begun working on the talent page and the associated links to the formulations used in the spreadsheet. I hope to have it up to speed by the release of the new talents to live but that really depends on how extensive future changes are (necessitating going back and recoding things); whether I run into any hitches implementing new mechanics; and how much lead time we have before that happens. So the answer is yes.
In the process I've also been recoding some things so that they will be easier to update with patch changes. This might cause a delay in getting ready for the expansion, but should make future updates go much smoother and we know there are often more frequent patches and changes right after an expansion release.
As to the proc rate, the Syphon is currently modeled as a 1 PPM effect with no internal cooldown and is accounted for in the displayed DPS on the spreadsheet.
