Well. actually it's not THAT simple.
Assuming standard gemming (Deft Ametrine in Yellow, Delicate Cardinal Ruby in Red) and Heroic versions, the DPS-relevant stats and their EP values, as well as their total EP value (according to Aldriana's EP values in the 4.01 FAQ) would be:

The Ashen Verdict ring is worse than those, lacking some stats. I calculated it some time ago with Aldriana's estimation of the procc's EP, but can't find the estimation anymore. I remember the total EP was ~580 or so, but with less potential for reforging than Ring of Twilight.
Assuming you reforge best-case, i.e. the lowest EP stat to the highest possible (ignoring expertise and hit caps, really only looking at Aldriana's EP table):
