I ran some tests already and it seems to be fine. There are some things not recognized liked Maalek pointed it out. Leader of the pack or Naaru's gift for exemple that are not recognized.
I'll send you a report this afternoon or tomorrow so you could check the exact result as you got more chances than me to see if anything is wrong in the report.
Added Russian as a supported language.
Added more spell ids including food buffs (before when dealing with names all foods were Well Fed).
Added VERBOSE optional configuration setting (set VERBOSE = 0 to reduce output).
Instead of just stripping off the Byte Order Mark, files are now processed with the BOM specified.
STDOUT is now set to UTF8 for some languages.
Combatlogs can no longer be fed in on STDIN, this was necessary for handling BOMs. Hopefully it was not a commonly used feature.
Bugfix: Riptide now is given some leeway for combatlog latency for determining Riptide powered Chain Heals.

Forgot to include the report I am referencing in this post. This raid was 2pally, 1disc, 2resto druid, 1shaman.
Fights were Yogg, and Iron Council. I heal the Brundir tank in order to interrupt. After melee get on him, I go to ffa healing raid and tanks. On Yogg, I heal tanks in phase3 with 1 paladin and the priest so we have enough other dispels. It's a less than ideal raid-makeup from the healing standpoint.
This bug should be fixed (or changed to a different bug depending on how you look at it) in this alpha version. If riptide expires on someone within 1 sec of that person being the primary target of Chain Heal it is assumed that the Chain Heal was the reason it expired. This may err on the side of assuming too many Chain Heals are riptide powered. I am considering making the amount of combatlog latency configurable as most places where it comes up I allow for up to 1 sec atm and that is more than most users need.

I am not getting much out of your comment here, basically that you do not like running low haste and how that feels (your instincts)? That is a matter of personal preference and you should gear for how you enjoy playing. If there is some sort of specific complaint about the shaman_hep results I would like you to be more specific please (I.e., haste is more valuable than shaman_hep is making it out to be and here is data to support my claim).
Something that I have found useful is to load both the Pawn healing output and overall values so that I can highlight two items and know if if is an overall upgrade or a healing output upgrade. If you upgraded a bunch of items to items that are overall better but are equivalent or lower in healing output, you may have just upgraded your mana regeneration without upgrading your healing output. A lot of Ulduar gear for resto shaman is mp5 gear while there was quite a lot of "elemental" gear in previous content that was high in healing output.

There are lootlink and wowhead links at the end of the shaman_hep report. I am not really up to date on the status of Rawr Resto shaman support.

I'm thinking about fixing that (looks like Astrylian abandoned the model altogether), but I'm not sure if I'll have enough time for that.

This is 10 man naxx. With lack of buffs. Is this maybe why? Or maybe because I ended most fights with full mana?
Did my first run as healer full time the other day. Tried your program on the combatlog and got some interesting results.
Thought maybe someone here could help me analyze it. In particualr I wonder why the int score is so low.

Your results are actually pretty similar to what I am getting in Ulduar. If you are not going OOM, mana regeneration will be worth less than throughput to you. Additionally, the amount of LHWs and Riptides you are using makes crit a valuable regeneration stat. Note that you had a relatively low uptime of WS on your most mana intensive fight and didn't use Mana Tide nor a potion. You probably have even more room to sacrifice mana regeneration for throughput.
A low need for mana regeneration combined with the fact that you barely hit the cap on LHW is what gives such a high value to haste. You have the mana to support a far more hasted throughput than you have at the moment.
Personally I would drop the INT gems (as well as the atrocious gems in your shoulder & neck) and gem for SP/haste. I'd wager the DMC and your IED will get you through quite a bit more content before you start seeing mana issues.

But what I hear you say is that I should go for the Max HPS values and the don't seem totally wrong.
As you can see I already suspected as much and gemmed my recently aquired belt accordingly.
Guess I will also use [Revenant's Treads] over [Boots of Persistence].

Shaman_hep is a great tool and it does a very good job of making determinations based on your own actual healing style but at the end of the day it is still just a tool. You said yourself you are finishing all the fights at 100% mana - that means that you're real value on adding more intellect is 0. Yes you would gain some spellpower from it so it wouldn't technically be zero but when you consider you would be replacing the gems with SP gems or some other thoroughput stat then they are actually 100% worthless.
One thing that I've found in raids is that I can afford to gem almost pure thoroughput since we always have two feral druids. With the kind of DPS they do now most guilds have at least one so their should be an innervate available if you are running with one. Our druids have their own and our paladins/priest never need them.
Something I'd like to request is some sort of way to have the report ignore certain fights without having to manually go in and trim the log. Like a lot of shamans in progressed guilds I play ele on a few fights in Ulduar and it really skews my numbers when I parse a whole log. I won't pretend to know if thats realistically possible but if there would be some way to ignore fights where Elemental Mastery was used or something like that I would love it.

I was under the impression that you can "start/stop" the HEP mod at any time that should process the log at that time. May not be perfect, but you can probably average the results from multiple produced logs.
The easier way for that is to stop your combatlog while you're in Elemental spec, and to turn it on again once you go back to healing. This way you'll have shman_hep only work on the log where you were in Restau spec.
The only case were that would be troublesome is if you're the one registering the logs for your guild to put them under Worldoflogs or WWS.
Yeah I am the one doing the logs for the guild. Its not a huge problem just something that would of made life easier for me heh. For now I just go into the logs and manually edit out the fights I was ele after I parse for WWS/WMO but before I run shaman_hep which is kind of a pain in the ass.

Seems like the haste values are abnormally high as I'm more of a RT/LHW healer as opposed to CH. I'm going to re-gem for Haste and see what the next hep tells me.
If you're not clipping the GCD with TW'd LHW and you aren't having mana problems its going to keep giving you a high haste value until you are. At least thats what I've found in my own reports.

I don't understand what you are saying... TW has no effect on the GCD.
Something I've noticed with these reports is that they are almost entirely Ulduar reports. And while I appreciate that progression content is where people care the most, I was wondering if people were interested in Naxx-10 parses. I have a Resto Shaman who should be going on weekly raids to Naxx-10, and I'd be more than happy to learn how to use this app so that this can be provided.
TW'ed LHWs can be faster than your GCD and therefore give you "downtime". That's what he/she is referring to here I suppose.
If that's what he meant he does not understand how tw works. By definition all tw lhw will be faster then the gcd. Lhw has a cast time identical to the gcd and tw does not reduce the gcd in any way. So all tw lhw have a lower cast time than the gcd. This was documented in the beta almost a year ago it's also specified in the TTT. Can we please stop the posts acting as if tw is some haste buff?
I've been running shaman_hep regularly after raids to tune my gearing as I've been asked to shift to MT healing in the absence of our usual paladin healer. What I've seen so far is that results seem to vary depending on the heal setup and the boss in 10 man Ulduar but with one common theme: haste seems to be very highly rated for me (typically ~1.3x spellpower in the total HEP section) even when primarily using LHW/RT healing.
First question: From looking at the code and reading the comments above, I'm guessing that this may be because shaman_hep is not determining when you are actually chain casting (when haste becomes vital for throughput) versus when you are casting more slowly (which seems to be most of the time for me given the incoming damage timing, the speed of LHW and the level of avoidance on our tanks). Can you confirm this? Would it be possible to add to the haste code to determine if the next spell cast is chained to the previous (possibly with some latency compensation)?
Second question: I'm trying to determine the EHEP value of my [Forethought Talisman] using the following calculations
(<effective heal of the talisman> / <total in-combat time spent healing in seconds>) * (1 SP / <value of 1 SP in HPS>)
The value of 1 SP in HPS I'm taking from the line:
For healing output:
1 SP = 1 SP (0.2712 hps) <<<<
1 Crit rating = 0.9932 SP (0.2694 hps)
1 Haste rating = 1.5230 SP (0.4131 hps)
1 INT = 0.4810 SP (0.1305 hps)
Giving me: (103900 heals / 1827 seconds) * (1/.2712) = ~210 EHEP from the proc alone, which plus the 111 spellpower makes the trinket far better than anything else I have at the moment. Did I get the math wrong?

Your formula looks appropriate. You basically generate the healing per second of the proc, then divide by the healing per second of spell power to give just a spell power equivalent. Spellpower is our base unit for Healing equivalency points.
To see if your trinket usage is reasonable, let's bound your result.
3572 45 1 0.2712 292.690921 (0% overheal, proccing every 45seconds, theoretical max)
3572 60 1 0.2712 219.5181908 (0% overheal, proccing every minute... oops proc was slow)
2357.52 50 1 0.2712 173.8584071 (33% overheal, proccing every 50seconds.. a "feels about right to rapp" approach)
You got 210, which is less than theoretical maximum.
You are tank healing... tanks take damage all the freaking time, so overheal was probably not significant.
Forethought Talisman is actually a good trinket when mana isn't a major concern.
