I went with all out chain heal/ riptide. I cast some LHW when needed on the tank occasionally but 50% of overall heals came from CH. If you look at the log i was not in except for freya+3 and the ignis kill.
As theorized above, Haste is not nearly as highly valued as the previous parse.
Daidalos, I think perhaps I meant something different than what you determined my comment to mean.
I'll try to restate:
LHW - no longer gets hasted by tidal waves. This means all your haste stat allocation points give 100% of their intended effect to LHW. So yes, the value of haste for LHW alone should increase in 3.2 vs. 3.1
As others have explained this is wrong. To be more precise Tidal waves was NEVER a haste effect. It was a reduce cast time of spell Y by X seconds effect. It just happens that X was variable which confused everyone. As such it never reduced the GCD meaning it never increased the HPS (from a TC standpoint at least) of lhw in any way.
Thinking about it some more the TW crit chance may actually increase the HEP of haste somewhat simply because of the increase in LHW's avg healing amount, but not because of the cast time change. Basically when calculating the relative value of spellpower vs haste vs crit, when you gain one stat the weight of the other 2 stats will increase (assuming they have a positive effect to begin with) and the stat you gain will decrease somewhat. In this case for LHW since there is effectively an increase in crit the HEP values of crit should decrease, while haste and spellpower should increase.
You say you had major mana issues.
There appears to be 23minutes of combat, with zero trash and your kill likelybeing the 7+ minute long fight, I'm guessing you had 3 or 4 wipes and one killl. That will greatly skew your mana numbers, as you probably didn't go OOM in those wipes.
In your config file did you leave the min mana at 1500 or 1k, i forget? I've changed that up to 3k or 5k in mine.
While you may have had problems, if you never actually went OOM, then you mathematically didn't have a problem.
I'm wondering if haste is being overvalued as well. You did almost half your healing with LHW, which now benefits 100% from haste, and gets kind of crappy percentages of spell power. So I think Stassart's results are within reason from a mathematical sense.
Are you using the mp5+3% crit meta gem? The report shows you didn't get any mana back from your meta, so I'm guessing the int+mana back on cast is out. This is just me wondering... since I kind of want to switch back to that gem.
Yes it was a very short parse and no I did not actually go oom. That is likely why the mp5 value is so low. When stassart implements a function to exclude certain mana sources from the calculation (i.e. Innervate - the reason why I didn't go oom but which is nothing I want to rely on) this will be parsed in a more helpful way I suppose.
I currently use the sp/int meta because I rarely have mana issues. (This fight, without replenishment, was really an exception.) I would switch back to IED in a heartbeat if I got regular mana issues.

On the LHW issue: I didn't do the math here, but haste (unlike TW) reduces the GCD so while TW will have pushed your LHWs below the GCD before the patch, more haste would still have allowed for faster repeated LHWs (due to reducing the GCD) unless you hit the GCD cap. Assuming (and I really don't know) that haste effects the GCD in the same way that it affects cast speed, haste should have the same effect on LHW now as it had before. (GCD * haste modificator should be the same as LHW * haste modificator)
I believe that the increased value of haste comes from the increased output of each LHW as Daidalos explained.
I don't think many people would argue that SP is likely to provide greater numbers than say haste, the trouble with that though is healing isn't DPS, and not everything can be measured through raw numbers. Since i doubt EP reports are able to calculate more abstract scenarios such as the number of people directly saved from a gib due to certain spells landing within specific timed parameters, EP values will always be unfairly weighted against haste as a stat.
So while SP may improve raw numbers, i'm very skeptical of its utility in providing 'practical' healing throughput when weighted against timed scenarios (which nearly all damage is to a more or lesser extent). More generallly speaking, its extremly rare (if ever) that i feel i could've prevented a gib if only i had more SP, while it probably happens several times a night that i could've saved someone if only i had gotten a CH/HW/LHW off faster. That is where the utility of haste comes into play, and you won't be able to find it looking at EP numbers.

Consider that Shaman as a class already suffers the most from a severe lack of mobility in raids due to cast times and it becomes an issue not just of being able to get heals off before people die, but also so we can get heals off as soon as possible in order to avoid any number of hazards that may occur in a raiding scenario.
Consider this:
You are raid healing on Mimiron P2. You go to cast a CH on a group taking high burst damage but as you do you notice Mimiron about to cast Laser Barrage, and its extremely close to your direction. You decide to risk it and cast anyway as players are dangerously close to being gibbed and you estimate that you'll have just enough time to move out of the way to safety
Player A has stacked only SP
Player B has stacked only haste
Player A fails to get the CH out fast enough and no longer has enough of a window to move to safety and gets gibbed by Laser Barrage. A raid member also gets gibbed due to not getting healed more quickly. The raid is now down 1 healer and 1 dps or tank
Player B manages to get a CH out just fast enough in order to get out of the way in time and saves a raid member from getting gibbed themselves.
Now i admit that this is a pretty crude example that i just pulled from the top of my head, but these are the kind of 'practical' situations where haste comes into play and that cannot, by its very nature, be calculated into a convenient EP value like you would for, say, DPS.
I would also disagree that 0.06 second off LHW is not valuable. If you are casting the spell a lot then sooner or later that 0.06 will be the difference between a gib and a save. How often that will occur i admit is debatable, but it is not by any means a foregone conclusion like you suggest.

I chose that spell merely because it mirrors the GCD, but that same 200 Haste example nets you .08 seconds off your CH. Using your lengthy example with a zero hasted CH versus one .08 seconds faster, does the latter Shaman miraculously save the day whilst the former perishes in the Laser Barrage? Not likely.

I wonder where that idea comes from. Assuming shaman_hep doesn't screw up the values (and it seems to work fine) I get far more of an effect from haste on LHW than on CH. You have the log where above 50% of my healing was done with LHW. Tonight I switched to CH spam (65% healing done) and I get 0.51 EHPS per point of haste - as opposed to the 1.18 I got for LHW before. (I would use numbers from the same reports but I used almost no LHWs this time.)
In fact, from my limited testing, shaman_hep recommends haste for my LHW style but discourages it for CH spam.
Obviously there's more benefit to hast than just throughput, but I still find this interesting.
Edit: and it's not just my reports, other people above show a similar trend in numbers.

If you are including raid buffs (which I assume you to mean WoA and IMA or WoA and SR), CH with 0 haste takes 1.387 seconds to cast while 200 haste takes 1.307 seconds to cast. There is your 0.08 second difference. Comparing any other 200 haste differential, this number gets smaller and smaller. So I'm not sure what you mean by "general level of haste", but it would be less that 0.08 for anything over 0 haste.

Stassart, you may want to pay attention to the SP coefficients you applying to CH.

I'm closing up the laptop at work, but 1.77 "feels" a little high to me.
It appears you calculate hop 1 and then just use 60% of previous hop = new hop... I'd tend to think that a mistake in hop1 multiplies into the further hops.

You forgot to multiply by 1.88 because it's a heal (not damage).
For heals the base coefficient is:
C = (Cast Time / 3.5) * 1.88
The 1.77 comes from:
2.5/3.5*1.88*1.1*1.2 = 1.77

It does look like there is a bug with undervaluing haste for chain heal (and only chain heal). The code for haste properly uses chain heal casts, not hits. But the bug is it is using the average effective for the first hit, not the entire cast when calculating the value of haste for chain heal. I am working on a fix and making sure it gets valid data. I really apologize for this bug and I will release a fix as soon as I am comfortable with it. However, I believe it is safe to say that shaman_hep is undervaluing haste at the moment.
Thanks for the tool! Now, to use it. I have 2 reports. First one was with gear gemmed for Intellect, the second one gemmed for SP and Haste. It seems no one is making the epic Energized gem so I am using the Royals in the blue slot.
Two days of raiding. Day one was ToC25 and Ulduar25, the second was Emalon, Sarth3D, and Ulduar25.
Where do I see the major changes from gemming and gear changes (211 Haste, up to 400 Haste). How would I use these reports to tell me that I am moving in the right direction? You will notice that my play-style involves more Riptide and LHW than many. Reports put me at about 50% Crit, 75% with LHW (28000 mana pool) in the first report from 13AUG, and 45% Crit in the second one, from 14AUG. I tried to up Haste and SP by dropping the high Intellect values. I didn't seem to have any mana problems at 39% Crit (unbuffed), but increasing Haste at the cost of Intellect and MP5 will soon bring me to an OOM where there was none before.
If any of you are very good with these reports; could you take a look and point out interesting areas and changes that can be made to improve my efficiency and output? In fact any discussion at all about what the report is telling me would be appreciated. By using my two reports, I think those of use still unfamiliar could learn through example how to evaluate ourselves from our reports.

The program wouldn't run without this entry. I originally commented it out, but was forced to place a value there. I simply divided my MP5 value into SP and came up with about a 5 or 6 to 1 ratio. Does the program calculate it in the same manner and must the value be an integer?
The parser won't run without a value for MP5_VALUE, but that value won't be used if you leave CALC_MP5 set to 1. You have to have a number there, but it doesn't matter what number it is.
I have uploaded a new version to Curse which should be available as soon as the download is approved. I believe this should address all issues currently in this thread.
2.56:
- Major BUGFIX: Haste was undervalued for chain heal as it was not using the effective for the entire cast.
- Minor BUGFIX: Fixed the equation for the effect of Ancestral Awakening on Spell Power and Haste. The value of Spell Power and Haste should be slightly higher for spells effected by Ancestral Awakening and very slightly higher overall.
- The configuration file now allows setting which sources of mana regen you want to use.
- Better mana restored in intense fight report.
- Slightly improved detection of which water shield procs are from damage and which are from Improved Water Shield.
- Water Shield procs are now reported for each spell in the healing report.
- Improved Water Shield is now assigned a positive mp5 value from haste due to casting more causing more water shield procs. This slightly lowers the negative value of haste on mana regen.
- Added known new 3.2 items and spells.
- Calculating hot overhealing ticks is no longer needed in 3.2.
- MP5_VALUE in the configuration file is now only required to be set if CALC_MP5 = 0.

I have been playing around with running Elemental Weapons 3/3 in 25-man and Healing Way 3/3 in 10-man. This combatlog was from running with Elemental Weapons.
Improved Water Shield is now assigned a positive mp5 value from haste due to casting more causing more water shield procs. This slightly lowers the negative value of haste on mana regen.
I'm not sure that's entirely accurate. The proportion of mana return per cast should remain the same, and assigning it an mp5 value on top of that would inflate it, I believe. It would depend on your exact implementation, but the way you worded it sounds odd.
When I model IWS, I use crit rate to adjust the mana cost of the affected spells, which allows them to naturally scale with haste. Again, we could be accomplishing the same thing with different implementations, but my spreadsheet shows that adding IWS to a spec makes Haste comparatively less valuable than other stats. I'd be interested in hearing how Daidalos models it as well, since it's entirely possible I am in error.
The gain from IWS per time increases with haste just as the mana usage over time does (though not in the same scale). If you argue on a per-spell basis instead of a per-time basis, haste has no effect on mana usage whatsoever.
