2. Hits 2 (3) more targets.
3. Lands the moment the cast finishes, so its less likely that the mob is dead.

Chain Lightning doesn't hit harder then Lightning Bolt on a single target. It's used because it has a higher DPCT.

If there is more then one target, then yes, it hits harder.
