I'm actually curious myself since I'm sitting at an ungodly amount of Haste (1597 with Bizuri up) and is wondering what the best course of action right now is. With Zerking/EM/Glove up, my FS is messing me up like whoa and I feel LB clipping during Lust. The resulting DPS gain also seems minimal.
Using Phylactery + CTS is better anyway since they both beat DFO individually according to my calculations above.
(Also, it just felt incredibly naughty to bank hc DFO)

But if you "only" have CTS+DFO then regemming crit/sp is a dps increase.

The reason we gem Reckless in yellow sockets is because the value of < 10 haste + socket bonus > is usually slightly greater than the < 12 spellpower with no socket bonus > alternative. When the value of haste starts slipping down then it's harder to make socketing for yellow bonuses mathematically worthwhile, so that when the value of haste drops down as low as the value of crit then it's probably time to start ignoring socket bonuses rather than swapping to Potents.

Changing tack a bit: despite how it may "feel" to have LB haste-capped during BL or EM or whatever, the point of tools is to help determine, even in such a situation, whether a stat like haste remains worthwhile. The overwhelming evidence is that it does remain worthwhile even waaay beyond the "soft cap" of 50%. Furthermore the same evidence suggests that it continues to be more valuable, point-for-point, than crit rating, even up at the 1600 sort of levels.

There are exceptions of course, but the choice seems to be straight Runed or Reckless in yellow. It's really hard to make Potents come out on top of those two options mathematically. The only complication is how it "feels" to be GCD capped on LB for a significant part of a fight and whether that actually negatively effects one's gameplay - and further, whether dropping haste gems will really help that at all.

Thought about getting ZAP! working for Cataclysm: ignore the Lava Surge talent and we can model everything else. The only stickler will be how to handle Fulmination, although with a 27 second FS dot I'm thinking that we could force it at a set point in the rotation.

A 4.0 version would also be very helpful as well, especially as we need to start collecting more hit/Spirit/mp5 gear to make up for the loss of Misery and it would be useful to know whether to focus on haste still, or switch to crit.

Just a heads up, I don't plan on writing a 4.x or Cataclysm version of ZAP! in the foreseeable future because there's no way I can fit it into current RL circumstances. With EnhSim supporting Elemental in Cataclysm and several others working on their own mathematical models to answer specific questions I also don't think ZAP! will be "needed" - though I have really enjoyed writing it so far, and I realise that the more tools out there the better.

ZAP! 1.2 can't be usefully adapted to WoW 4.x without significant ground-up rewriting so I don't think there's much point in saying "do with it what you like" - but if anyone does want to hack around with it for any purpose I don't mind.
