In an effort to conserve space I'd like to try a new method of reporting Enhsim config/results. Simply treat them like you would the Rawr sheet(uploading it), and include a description with your post on what you changed and the resulting DPS increase.(See: How can I contribute #5 for more details)
This is a discussion thread relating to the optimal gear, enchant, gem, glyph set up, talent spec and ability priority order for raiding Enhancement Shaman. Its aim is to consistently define the single highest DPS set up available to Shaman at the present time.
It is not the aim of this thread to:
1) Give you an introduction to Shaman, Shaman abilities, Shaman stats or anything else. This thread assumes a high level of understanding if Shaman mechanics and gearing. If you are starting out, please visit

2) Facilitate discussion that is not based on hard Enhsim data. If you do not have data to support your assertions, then there are likely other discussion threads you can post on that would be more suitable.
How is Best-in-Slot (BiS) set-up defined?
Given the volatile nature of Enhancement Shaman stats, defining a ‘best item for X slot’ is pointless. A new set of gloves that increases your haste by (X) amount and reduces your crit by (X-5) can often result in a DPS decrease due to the complex relationship between attack speed, the 3 second WF cooldown and the GCD. Similarly, evaluating gear with Armour Penetration is notoriously difficult given ArP’s exponential scaling against armour (the more ArP you have, the better it gets) measured against the fact that ArP does nothing for a Shaman’s spells.
In light of these complexities, it is better for Shaman to find an ideal combination of gear, gems and enchants that provides the highest potential DPS when used in conjunction with a certain talent spec, glyph set-up and ability priority order (survivability [e.g. HP and dmg mitigation abilities] can and should not feature into this discussion since its DPS value cannot be definitively quantified).
How is ‘highest potential dps’ defined?
For the purposes of this exercise, ‘highest potential dps’ is defined as the maximum possible DPS achievable within the current version of
Enhsim
It is important to understand the limitations of simulation. Simulation offers a glimpse of character performance under perfect conditions- set latency, no human reaction delay, no system lag, a perfect rotation on a stationary target for thousands of hours. Your actual results will vary greatly from what you observe in the sim, but the sim will give you a clear indication of maximum DPS potential.
Methodology
In order to define the BiS set for Enhancement Shaman, we will rely on both Paperdoll sheets generated through Rawr (Rawr - Home) and the DPS output reports generated through Enhsim. Both the Paperdoll sheets and the Enhsim configs must adhere to strict guidelines so that we can arrive at ‘pure’ data sets.
What are the variables?
The following is a list of variables that can be manipulated in trying to define a BiS list.
Gear: All gear that can currently be equipped by an Enhancement Shaman
Gems: All gems that can currently be equipped by an Enhancement Shaman(excluding JC).
Enchants: All enchants currently available to an enhancement shaman are permitted including the enchanting-only ring enchants as enchanting is one of the two chosen professions for use in this exercise (the other being LW- more on that below)
Talents: Any combination of talents currently available to an Enhancement Shaman with the exception of 'Enhancing Totems' and Improved Windfury Totem'. These talents must be maxed out. Please read below.
Glyphs: As it stands, please refrain from using the Fire Elemental glyph. If it turns out that the average Icecrown fight will facilitate its use, then it’s something that will be adjusted for. All of the other glyphs are fair game.
Ability priority order: this is the order in which a Shaman prioritizes their attacks as they become available to them. Enhsim supports this function under the ‘Rotations and Misc’ tab. Any priority order currently available to the Shaman can be included in this discussion
Static variables
The following is a list of variables that cannot be manipulated when trying to define a BiS list. Manipulating these variables will result in inconsistent data or data that is not applicable to certain races. More below.
Race: The shaman must be a Tauren. Tauren was selected as their racials provide no benefits to DPS (Troll Berserk, Orc Command etc) or to stats (Draenei hit, Orc expertise). Any benefits that other races derive as result of their racials is free DPS over and above the benchmark minimum set down by Taurens. As we go forward, there is no reason that separate BiS lists can't be generated for Draenei and Orcs if it becomes evident that a different BiS set up is possible for them. For now though, it would be best to limit as many variables as possible.
Talents: 'Enhancing Totems' and 'Improved Windfury Totem' must both be maxxed out. It is fair to assume that the Enh Shaman is the only person providing these buffs to the raid. All other talents are available for use/non-use.
Professions: Professions must be Leatherworking and Enchanting. Since most professions provide a generic 80 AP bonus, 2 professions were chosen in line with this- Leatherworking and Enchanting. There was no particular reason that they were selected. Obviously Skinning provides a unique bonus (32 crit rating) but it is a statistical outlier and was excluded from this test.
Combat duration: Combat duration must be 7 mins. It might be prudent to revise this combat duration limitation depending on the nature and duration of 3.3 encounters.
Mana simulation: You must simulate mana.
Latency: Slightly breaking away from the old model. I would like to account for average human reaction time in these simulators. The average US latency is between 50 and 60, while the average human reaction time is between 180 and 200, which means simulators should be done with a latency of 230-260. If people feel this should be done otherwise, feel free to come up with a compelling argument of why it shouldn’t.
Variance: This should be set at 35%.
Simulation time: This must be set to 5000 hours.
Raid buffs: The Shaman must be fully raid buffed as most raiders will run fully buffed.
How do I contribute to this thread?
1) Generate a paperdoll sheet using Rawr
2) Export the data from Rawr to Enhsim (there is an option in the Rawr to do so, as well as an option in Enhsim (‘Copy from Clipboard’)
3) Ensure that settings corresponding with the above listed static variables
4) Run the sim 5-10 times and record your results.
5) If your results are more than 5 DPS over the current DPS range listed on this forum, post your results here. Please upload a copy of your Rawr sheet, and a copy of your enhsimgui_config.txt. There are many sites available to upload your data on,
megaupload,
filefactory, and countless others. If possible archive the data(zip/rar/whatever) to avoid multiple waiting queues. With your uploads please include a detailed description on what you altered and how it impacted the dps. Also, please note any changes you have made between the Rawr sheet and the config (e.g manually added stats for Dark Matter as it was not present in Rawr but was present in Enhsim etc)

As well as any pertinent information regarding item modifications. Obviously those notes/links aren't real, but it's meant to provide an example. Please, please avoid posting gigantic gear tables.
What can I do to help keep the thread clean?
1)Read through the other enhancement threads before posting about hotfixes or item changes. The odds of the information being available elsewhere is high, so to avoid unnecessary posts please just take a few moments to browse for the information in the patch relevant enhancement thread, enhsim thread, or even the rawr thread.
2)Don’t outright dismiss ideas based on opinion or “old” information. What this means is our desired stats are constantly changing due to hitting caps, ability priority, and even small class changes can have rippling affects on what the superior stat choice at the given time may be.
3)Pay attention to the static variables section. The intent of this thread is to provide baseline values – not to provide a profession to profession or race to race guide on what the best items are.
4)Do not post entire gear tables. Using a Rawr config is perfectly fine and saves a ton of space.
Other small notes
Socket bonuses aren't totally known for heroic items yet. It is likely that these gem setups aren't going to be final, but for now their positioning is somewhat irrelevant.
If this method of reporting results proves to be more hassle than it's worth then we can certainly go back to the old way, wanted to try something new with a fresh thread.

Q: Your list is using half hit and half haste gems. Wouldn't it be more DPS to use all haste gems?
A: No. As you gain crit rating hit rating becomes more valuable(to an extent). If you're interested in finding out more about how this works then you should visit

Q: Is Black Magic better than Berserking?
A: No. Using the January 14th BIS list Black Magic sims 51.18 dps below Berserking.
Q: Isn't Fire Nova glyph a superior choice to <insert glyph>?
A: No. Fire Nova does pathetic single target damage. In order to make use out of this glyph you constantly need multiple enemies within range(think Heroic Anub'arak).
Q: Why is Fire Nova so low on the priority list even though your spec has two points dedicated to improving it?
A: It yields the most DPS. The alternative talents to spend points on are Reverberation and Improved shields, both of which simulate less DPS than the points in Fire Nova.
Q: Why aren't you using Glyph of Fire Elemental? If a fight is more than 330 seconds it is a superior glyph.
A: There are very few encounters, even in hardmodes, that would benefit from this glyph. You would see it "useful" for Heroic Sindragosa, Heroic Putricide, and Heroic Arthas.
Q: <insert other BiS list> is supposed to be better and has <insert item/gem/etc> different.
A: This list is made as a Tauren with generic professions. Not everyone is an Orc/Troll/Draenei with Engineering/Jewelcrafting/Blacksmithing. If you are a different race or profession than the BiS list uses your items and gemming might be slightly different. The intent of this thread is to provide baseline BiS values.
Q: Blablabla Ikfirus's Sack of Wonder
A: Yes, this piece allows you to drop hit and expertise gems, but it is an inferior choice for an offset piece as it stands. The simple reason? Accurate Ametrine. Ikfirus removes the need to socket hit and a majority of expertise leaving the only suitable candidate for red sockets as Stark Ametrine. By gemming Stark Ametrines you cut down on the effectiveness of a gem slot seeing as haste is our strongest stat, and the benefit gained by using Ikfirus is outweighed by having to use hybrid gems with Attack Power. I switch gemming around every time a new Enhsim comes out to test it since people are so keen on using the item, and the new version shows Ikfirus as 40-50 dps below the listed BiS list.
