I am not aware of any thread that is a go-to place for new warlocks that don't have a lot of resources. I wrote a reply to a similar question a week ago, so here's what I've come up with.
Here's what I have put together using chardev:
Profile of a Starting Warlock. My evaluation is done by making spell hit the most important stat to get until 368, then spell power, and then haste/crit.
I made this set so you are hit-capped for Nax10 raiding. The items are a mixture of crafted, Heroics, rep gear, and emblem vendor gear. Crafted items can be had quite easily, especially if your guild has the right profession (tailoring).
Heroic Gear
Heroic Occulus final boss for the helm. However, since 95% of the players hate that instance, you may have to settle for
Forgotten Shadow Hood from Salramm the Fleshcrafter in Heroic Cavern of Time.
Speaking of H-CoT, you will need to go there anyway for your shoulder and your ring. So might as well.
Your wrist piece and one of your trinkets are from H-Violet Hold. Unfortunately, it's from the same end boss, so that'll be quite a few trips to get both unless you're real lucky.
Your legs will drop from Loken in H-Hall of Lightning, and your other ring is from Ingvar the Plunderer at H-Utgarde Keep.
I didn't assume profession-specific enchants. The enchants that are on there are not always the best, because sometimes the best enchant are very expensive, and these are items you will replace anyways. The helm, shoulder, wrist, gloves, legs, and shoes are good though.
Emblem of Heroism Gear
Your first purchase should be the off-hand, followed by the belt, the trinket, and the neck. Your off-hand, belt, and trinket will serve you until Nax25, so they are well worth the investment. You want the off-hand and the belt first for the hit rate, since the trinket doesn't add any hit.
Reputation Gear
First order of business is Violet Hold. Not only will you get your mainhand from them, but you also get the head enchant at Exalted. Second group to champion is the Wyrmrest Accord, for their boots. In the mean time, you will be grinding Sons of Hodir for the shoulder enchant.
Enchants
The best enchant for chest and mainhand are very expnesive, so I used the second best. The enchant for boots is surprisingly cheap for how good it is, so it's a must have. The wrist and hands are cheap to get, too. The legs can be had easily if you have tailors in the guild who are exalted with Wyrmrest. Otherwise, Auction House or /trade are not that bad.
Now, I also took the liberty of making some changes in the spec. If you take 3/3 in Empowered Imp, it seems a waste not to take 2/2 in Demonic Power. On the Demonology tree, I took 1 point from Fel Synergy to put into Fel Domination.
