Make sure all the pieces are marked with the t9 flag, and, not duplicated in the exclude xml as well.
The 4pt9 will work for me, however, in my gear it doesn't always pick the 4p as I have other gear that appears better. Then again, I'm using the triumph/245 Guldans t9 (have the legs and shoulders, ony245 head, lifeless gloves, t8.5head/robe/gloves). Been using Optigear to see which pieces of t9.25 I should go for next .. and it's a tough call many times.
I'm sure the author will make the little fixes soon enough, at least I hope :P

Like I said in my original post and the one before, I did alter the xml file to make it work proper. There are no duplicates, all t9.0 is marked as being T9. The 2 piece T9 bonus works. If I change it to being 1000 dps I will get t9.0 equiped no matter what better ilvl 245 I have included in the gearlist. If I swap available gear around (exclude some T9.0) it will always make me wear 2 items, so the program sees all items as T9.0 properly and available.
The 4 piece however is never included in the calculations, setting it to 1000 or even 5000 will never have it equiped if I also have some ilvl 245 in other slots.
So it calculates the item values correctly (maybe thats why it shows you to equip 4 items, the items might be just good) but it seems to not take the bonus into account.
What happens if you run a setup in which it tells you to equip 2 or 3 T9 items? If you alter the 4PT9 bonus to 1000, does it than change the output and makes you equip 4 items?

I'm not sure.. all I can say is wait for the next version perhaps. For me, it did not work at all until I fixed the xmls.. then, 2p and 4p works seemingly well... or, at least, it will equip 3 and 4 pieces depending on other gear. I will need to watch it more carefully to see if it is attributing the bonus next time I fiddle.
I am still wondering about a good t8/t9 accurate bonus weight for each of the specs... including afflic, matching the different crafting values set in the defaults.
Personally, I see little benefit for afflic in the t9 2p... but the t9 4p is very nice for destro and afflic. Then again, I started using destro much more often lately, and while I miss afflic as a style, the damage from destro works better in more situations. Would still like to get the weights though. My gear needs change from afflic to destro, too, now. Optigear has been helping me to keep track of hit and oddball t9 equivs. I really like the subtractive stat for hit vs. the old, not so smart mechanic of giving hit a positive weight to start.
There is an addon that I am trying out, Rhada tip... giving good weights ingame on the fly. it can even give you an optimum gearset.. just.. it may take 15-30min to calculate it o.O unless you strip your bags completely to only the gear you are looking at. Interesting feature, tho. No replacement to optigear or a researched gearlist, but useful.

Rhada Tip doesn't make any difference between all the equippable items you have in your bags and will weight them all, including grey items. Since the number of possibilities is exponential it can become quite long if you are going with your regular stuff and 15 yet unsold quest rewards, your argent tournament lance, etc. Plus, since they are just basic calculations, if you have an old CPU and a modern GPU it's going to be slower than the reverse. I usually get a result in about 300 seconds when weighting just my TOC 10/25 items.

When I download the base file it works fine, but when I try and update the items it gets stuck in what I guess is an infinite loop around 20 to 21 that starts eating up memory before it crashes. I've tried going in and adding an H before the heroic names, and the stuff written above, but not sure what's causing it to get stuck.

I've been playing around with this tool for a while and it is very useful when it doesn't get stuck loading. Thanks for creating it!
That said, could you consider an export option as a future feature? This would really help with sharing and collaborating on constructing lists for different needs (341 hit, 368 hit, 446 hit), and shouldn't be too difficult to put in because all the data is in XML the entire time anyway. If you could provide source I would be glad to help!

Can I ask you which cpu you have gotten, and how many iterations you had showing up in the frame when it took 15 minutes?
I have a coreI7 920, and with enough items in my bags to generate 14400 combinations it took 182 seconds to be fully evaluated (in foreground). This is obviously no brag post, I could just use different statistics to put them on the addon's page. But yea, wow is seriously slow at doing this kind of computation, I'd say about 2 orders of magnitude slower than optigear or any other external tool. If you can manage to empty your bags enough to make the computation acceptable though, it will be worth it. For example last night I won the champs back, it was a +17 dps over my current gear. I took it, and at the end of the raid went to the bank, fixed my bags, fired the optimizer and it discovered a different setup that net me a +70 dps against the one "pre cloak".

That isn't exactly true. The current implementation does the following: evaluate the item dps of item x. If we can be 100 sure that this is the best item, consider just x for x's slot. That depends on a few factors, that on average are true half of the times.

I'm currently working on an update of OptiGear, and it's likely I will need some assistance.
I plan to expand the classes the app will work for, initially to all clothies, and later ideally to all dps classes. However, I've not raided with anything other than a Warlock, and I simply don't have time to do the necessary research to obtain accurate spec/trinket/tier weightings for all the classes as well as program the app. Consequently, I'm looking for people with good theorycrafting skills on Warlocks, Mages, Shadow Priests and so forth who will be capable and willing to update the various weightings that OptiGear requires to be useful. PM me if you're interested in helping out.
There are a few other features coming up in the next version:
- 400 hit rating limit removed
- Ability to ignore meta requirements (will speed up the app by an order of magnitude if chosen)
- General speed improvements (I estimate ~30% faster at present)
- Ability to load/export a previously calculated gear set
- Fixed T9 naming issues. All item names will now contain the item ilvl.
Also, for anyone finding that Optigear is running too slowly, I suggest 'locking' your meta gem of choice in place before calculating a gear set. It will improve the speed of the optimisation considerably.

I have played around with the gearlist files and tried to pull together what I can from the thread here.
Can you confirm you are addressing the following issues as well?
* getting staff enchants to work correctly, specifcally the greater +sp staff enchant
* getting the T9 4-pc bonus to be recognized
* getting all the T9 to acutally be flagged as T9 (they are all defaulted to "0" in the gearlist files.. I changed mine manually so they at least will recognize the 2 pc bonus)
* Boots of The Icy Floe, ilvl 245, horde version, optigear doesn't currently recognize the socket, not sure why.
* Adding stamina as a weighted stat for Demo locks
* Adding more trinkets (abyssal rune?)
Also I wanted to say great job on this app... it definetly is a boon to locks looking to maximize DPS

Because trinket dps/effectiveness needs to be calculated manually rather than parsed directly from Wowhead, and accordingly the current trinkets.xml file is highly likely to be incomplete and/or inaccurate.
