Long story short: You are right in the case of opportunity strikes and whitehit both crit at the same time, but since you have also more crit-sources with more mastery the case of good munching will also occur more often.

Would it be optimal to use cs only after ms?
-Pros:Easier to fit 4 abilities in on cs window since you can use op as the 4th ability instead of ms.You lose less cs uptime when your cs is clipped by ms cast in that cs(when you use cs right after ms the next ms is two abilities after cs,otherwise it's 1)
-Cons:You risk overwriting the cs that's applied by ms.You,very likely, lose cs uptime by delaying it.
