.75 PPM gives me a 45% uptime in the main hand with that correct formula.
This makes Berserking noticably worse than Mongoose.

I had time to do a little bit of testing before raid today. Over 1000 landed attacks with a 3.6 speed wep/shield in OH, I saw 68 procs. That'd be 1.1333~ PPM. I'd say it's certainly reasonable for the true PPM value to be 1-1.2 and won't be anything crazy low. Later tonight I'll be able to do further testing. I'd like at least 10,000 swings. I also confirmed that WW/BT/Execute/Slam are all capable of proccing the enchant, aaand WW with Zerk in the OH is capable of proccing zerking too. Given all of this, I can only assume that the real uptime is 60%+, there's no reason it shouldn't be. It should also completely destroy Massacre in the OH given that info too.
I can only assume your friend didn't have an offhand equipped, and so was auto-attacking with his fists too and didn't remove those hits from his results. If he has a 1.4 speed dagger and is swinging at 2.0 with his fists... (1/1.4)/(1/1.4 + 1/2) = 58.8% of his swings being dagger swings, .588 * 1977 connects ~= 1163 dagger connects. 34/1163 ~= .029 * (60/1.4) = 1.25 PPM. .737 PPM just seems too low to be reasonable when I saw so much higher over 1000 attacks.
