Meaning, it subtracts a certain set amount of your hit and sees the dps loss from that....

It doesn't matter. Pets and guardians nowaday directly scale with your stats and don't snapshot them anymore, as they used to do, which is why you used BL, pots and trinkets before them.

I don't know what you mean by "top players", but it could always just be that those have to wait for their t-tokens in favor of other players/classes, because of loot-council and what-not in top-end...

With Astral Shift you would take 1 * 0.6 = 0.6 = 60% damage.
