I'm not sure 10 Haste Rating will ever be enough to over take 15 Agility, but it depends on spec and gear since haste scales a lot more than agility does. Plug your numbers into Cheeky's spreadsheet...

Fury main hand, Decapitator off-hand would be the better DPS combo, but since Fury is off-hand only, off-handing it with Decapitator will not lower your DPS. Go Decapitator main/Fury off.
