Glyph of Starsurge isn't a dps gain over the other Prime glyphs according to Simcraft and from what I've seen in practice. We cycle eclipses to fast to guarantee 1 starfall per eclipse anymore.

Since it only consumes the instant cast buff and does not place Starsurge on CD you still get the 3 you would get otherwise. You just need to hard cast the last one instead of it being instant.
