Stat weights change depending on gear. In this instance, it's not worth it to gem pure haste over int/haste gems. IIRC, pure haste gems only become worth it in T14H.

I'm still not sure how Temporal Shield will save your from Hour of Twilight without Cauterize. How the shield works is that during the 4 sec duration of the shield, it will keep track of the damage...

Fire Blast also costs 3.8k mana, and doesn't benefit from arcane specialization. Consider that casting 2 Arcane Blasts is still cheaper than a single Fire Blast.
