The length of SI is not affected by the glyph of SI (which only increases the amount of health granted by SI by 15%), you're thinking of the 4p T8 bonus.

Anecdotally, I'm seeming more parries too on ulduar bosses. I imagine blizzard is just give these bosses a higher parry rate to correspond with the increasing levels of expertise out there.

This is actually a good point. With the duration of a glyphed, 2 peice T7 Rip being 20 seconds, it probably would be noticeably beneficial to swap out idols.

I dont feel they need to adjust lacerate even if swipe is bumped up an 50% threat. Lacerate is till good threat, and its bleed is not insignificant (mine in full tank gear ticks in the low 800's)...

Agreed. The could also slightly adjust Protector of the Pack upwards too (say to 15%) which would make up more of the shortfall (instead of shunting it all into bearform/thick hide modifiers).
