Is the +20% max HP with SL + GoSac implemented? The max HP and mana gained through Lifetap doesn't seem to change if you choose that talent.

You can't really move those points to other talents, because you have to reach Tier 4 somehow.
The only thing you have is fel concentration or the improved CoW.

Uh, i don't really believe that they changed the talent that way, as long as I don't see the change on the PTR. My guess is, that they only meant the dispell part of the skill, and left the +% dmg...
