Chaos Bane can crit on lower level targets only, at least for warriors. For the purpose of the spreadsheet, it can't crit. Also it can't miss, and it's not affected by the Titan's Grip penalty.

Going by the spreadsheet, it would be a ~5.5% DPS increase for me.

I would be very surprised if such a huge buff went live, considering Fury is already one of the top DPS specs at the moment.

I went and performed a quick test on the target dummy, and I did gain full rage on dodges/parries. Nothing in that thread on rage generation contradicts this as far as I can see.
